Eligible/Ineligible Products Eligible Products Meat Products Fresh/frozen lamb/mutton carcass, primal cuts, as well as processed products from Malaysian-approved Halal meat plants are eligible for export to Malaysia. Beef and beef products. The vertebral column (including the transverse processes of the thoracic and lumbar vertebrae, the wings of the sacrum, and the vertebrae of the tail) must be removed from animals 30 months of age and older. Eligible beef and beef products must be produced under an approved AMS Export Verification (EV) program. Veal is not subject to an approved EV program. Information about the EV program for Malaysia and a list of EV approved establishments can be obtained from AMS' Web site. Effective March 19, 2012, a Statement of Verification (SOV) is no longer required as part of the export certification process for Malaysia. FSIS inspection personnel will continue to verify the eligibility of the establishment and product. The unique product identification system can be accessed by authorized FSIS inspection personnel from FSIS' Intranet site. If FSIS inspection personnel become aware of concerns that an AMS approved establishment is not properly executing its Quality Control Program, export certification should not be issued for the product in question and AMS should be notified at  ARCBranch@usda.gov. Inspection personnel should include their immediate supervisor on messages to AMS. The following information should be included in the message: Establishment name, address, and establishment number Product type, product code, and quantity of product Date of production, lot number, and shift Date and nature of observation Name of country product is intended for export Export certificate number (if applicable) Any other information to verify claim Name of inspection official Establishments must also be approved for Halal export by Malaysia. Fresh/frozen poultry and poultry products from Malaysia approved Halal poultry plants are eligible for export to Malaysia. Further processed pork products.* Ineligible Products Raw, unprocessed pork.* Documentation Requirements Permit Requirements - Exporters must obtain a permit through the importer. A permit is issued by the Malaysian Department of Veterinary Services, permitting the importation of meat and meat byproducts and poultry and poultry byproducts into Malaysia. (It is not necessary for the USDA inspector to verify the permit.) Certification Requirements Obtain FSIS Form 9060-5 - All FSIS Form 9060-5 certificates must be dated and have the signature and title of an FSIS veterinarian with degree and title (such as DVM or equivalent degree) printed or typed after the signature. A FSIS Letterhead Certificate must accompany FSIS Form 9060-5 which will contain the following statements: The meat covered by this certificate originated from animals slaughtered in Establishment Number _______. The meat in this shipment was subject to the FSIS National Residue Program, which is equivalent to Ministry of Health Malaysia's Guidelines for Drug Residues in Meat and Poultry. The meat or meat products were produced and handled in a manner which ensures that such products do not contain and are not contaminated with the following specified risk materials: for cattle 30 months of age and older, the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column, and dorsal root ganglia; and for cattle regardless of age, the tonsils and distal ileum of the small intestine. All poultry product - The following statements must be typed in the "Remarks" section of FSIS Form 9060-5: The (poultry) products were derived from (poultry) subject to ante-mortem and post-mortem examinations and have been found to be free from infectious and contagious disease. The (poultry) products are fit for human consumption, and every precaution has been taken to prevent contamination prior to export. The meat and poultry in this shipment are subject to the FSIS National Residue Program, which is equivalent to Ministry of Health Malaysia's Guidelines for Drug Residues in Meat and Poultry. Certificate of Islamic Slaughter In addition to FSIS certification, the exporters must obtain a Certificate of Islamic (Halal) Slaughter from a member of an approved Islamic Center or Islamic Organization. A Certificate of Islamic Slaughter is a certificate issued by a member of an Islamic organization recognized by the importing country to provide this service; the certificate states that animals were slaughtered according to Islamic religious requirements. This certificate must accompany products labeled "Halal." The certificate must be endorsed by an approved Islamic Center. Plants Eligible to Export Bovine, ovine, and poultry slaughter and processing establishments are subject to inspection and approval for Halal export by Malaysia. A list of approved establishments can be found on the Malaysia Department of Veterinary Services (DVS) website: http://www.dvs.gov.my/web/guest/usa. In addition to Malaysia approval, establishments producing beef and beef products must participate in an AMS EV program. Halal approval is granted for specific Islamic Centers to carry out and certify slaughter at individual plants. For this purpose, each individual plant has an approved Islamic Center or multiple Islamic Centers authorized to issue the Halal certificate.
