The USITC Ethics Program includes training, advice, and counseling of agency employees regarding their obligations under the Government-wide ethics regulations and the conflict of interest statutes. The training program includes both initial ethics training for new employees and annual ethics training for current employees and officials. The ethics officials also provide advice and counseling regarding seeking and negotiating for future employment and post employment restrictions to employees leaving the Commission and advice and counseling regarding statutory post employment restrictions to former Commission employees and officials. The ethics officials also provide basic training and counseling regarding the Hatch Act.

The ethics program also includes a financial disclosure requirement for all high level employees and officials to identify potential conflicts of interest and to assist them in avoiding actual conflicts of interest or the appearance of a conflict of interest. The ethics officials, with the support of the Office of Economics and the Office of Investigations, conduct a program to screen the financial interests of the highest level officials with regard to the investigations being conducted by the Commission.
