Hydrodec North America, LLC has operated a facility in Canton, Ohio since 2008 which specializes in recycling spent transformer oil. The company applied to EPA for approval to store oil containing Polychlorinated Biphenyls (PCBs) at their facility and treat it using an alternative technology. This technology, Catalytic Hydrogenation, has been demonstrated to EPA and that agency has determined the process does not pose an unreasonable risk of injury to health or the environment. Because PCBs are regulated under the Toxic Substance and Control Act, companies, such as Hydrodec, must apply to EPA for an approval to dispose, treat, or store PCBs.
