UNEMPLOYMENT INSURANCE WEEKLY CLAIMS REPORT

          SEASONALLY ADJUSTED DATA

In the week ending October 20, the advance figure for seasonally adjusted initial claims was 369,000, a decrease of 23,000 from the previous week's revised figure of 392,000. The 4-week moving average was 368,000, an increase of 1,500 from the previous week's revised average of 366,500.

Recent and Prospective Changes to State EB and EUC Trigger Status Tied to Federal Law in Effect October 21, 2012.

The next release of TURs by the Bureau of Labor Statistics is scheduled for 10:00am (Eastern) on November 20, 2012.


Extended Benefits:

New York does not meet the three year look-back criteria in the EB program, but the state remains in a mandatory "on" period.

Based on data released by the Bureau of Labor Statistics on October 19, 2012, the three month average, seasonally adjusted total unemployment rate for New York (9.0%) did not meet one of the necessary criteria to remain on in the EB program: having a rate at least ten percent greater than the comparable rate in any of the three prior years. However, New York is currently in a 13 week mandatory "on" period that started September 10, 2012 and will not conclude before December 9, 2012. As a result, New York will remain in a payable period in the EB program.


EUC 2008 :

Utah's trigger rate has fallen below 6.0% but the state remains in a mandatory "on" period.

Based on data released by the Bureau of Labor Statistics on October 19, 2012, the three month average, seasonally adjusted total unemployment rate for Utah fell below the 6.0 percent trigger rate threshold to remain "on" in Tier 2 of the EUC 2008 program. However, Utah is currently in a 13 week mandatory "on" period that started September 23, 2012, and will not conclude before December 22, 2012. As a result, Utah will remain in a payable period in Tier 2 of the EUC 2008 Program.


New York's trigger rate rose to 9.0% but the state remains in a mandatory "off" period.

Based on data released by the Bureau of Labor Statistics on October 19, 2012, the three month average, seasonally adjusted total unemployment rate for New York rose to meet the 9.0 percent trigger rate threshold to trigger "on" in Tier 4 of the EUC 2008 program. However, New York is currently in a 13 week mandatory "off" period that started September 3, 2012 and will not conclude before December 2, 2012. As a result, EUC 2008 claimants in New York will remain ineligible for Tier 4 of the EUC 2008 Program.
