The Tribal Leaders Diabetes Committee also plays a key role in ensuring that the IHS consults with Tribes before making decisions on diabetes treatment and prevention efforts. Tribal consultation is an integral part of federal program development because of the unique government-to-government relationship between the Federal Government and Tribes. This relationship was established in Article I, Section 8 of the United States Constitution and reaffirmed in numerous treaties, laws, and Supreme Court decisions.
The IHS Director established the Tribal Leaders Diabetes Committee in 1998 after the successful Tribal consultation process helped determine the mechanism for distributing Special Diabetes Program for Indians (SDPI) funds. In operation since 1998, the Tribal Leaders Diabetes Committee continues to influence and shape the Federal Government’s response to diabetes through the Special Diabetes Program for Indians and initiatives to promote diabetes awareness in youth, such as the Diabetes Education in Tribal Schools (DETS) and Eagle Books programs.

Diabetes Education in Tribal Schools (DETS) Program – The DETS Project is part of a national effort to decrease the incidence and improve the care of type 2 diabetes among American Indians and Alaska Natives. The DETS Project is a K-12 curriculum that has a multidisciplinary approach.
