The Urban Development¦Good Neighbor Program rededicates GSA to upholding the spirit and the intent of several long-standing directives that call for collaborative planning between the federal government and local stakeholders.  On this page, you will find a collection of Federal legislation and Executive Orders that shape current planning policies and future implementation decisions.

Executive Order 13514

EO 13514, "Federal Leadership in Environmental, Energy, and Economic Performance," was signed by President Obama on October 5, 2009.  This EO expands on the energy reduction and environmental performance requirements for Federal agencies identified in EO 13423.  The goal of EO 13514 is "to establish an integrated strategy towards sustainability in the Federal Government and to make reduction of greenhouse gas emissions (GHG) a priority for Federal agencies."  Toward meeting that goal, Federal agencies are required to meet a series of deadlines critical to achieving the GHG reduction goals of the EO.

Executive Order 13423

EO 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” was signed by President Bush on January 24, 2007.  EO 13423 instructs Federal agencies to conduct their environmental, transportation, and energy-related activities under the law in support of their respective missions in an environmentally, economically and fiscally sound, integrated, continuously improving, efficient, and sustainable manner. The Order sets goals in the following areas: energy efficiency, acquisition, renewable energy, toxic chemical reduction, recycling, sustainable buildings, electronics stewardship, fleets, and water conservation.

Executive Order 13006

EO 13006, “Locating Federal Facilities on Historic Properties in our Nation’s Central Cities” was signed by President Clinton on May 21, 1996.  This EO states that the Federal Government shall utilize and maintain, wherever operationally appropriate and economically prudent, historic properties and districts, especially those located in central business areas.

Executive Order 12072

EO 12072, “Federal Space Management” was signed by President Carter on August 16, 1978.  It requires that first consideration should be given to urban areas in the process of meeting the Government's needs for office space.

Federal Management Regulation (FMR)

The FMR is the successor regulation to the Federal Property Management Regulation (FPMR).  It contains updated regulatory policies originally found in the FPMR.  However, it does not contain FPMR material that described how to do business with the GSA.

Energy Independence and Security Act of 2007 (EISA-2007)

EISA 2007 was enacted to move the United States toward greater energy independence and security, to increase the production of clean renewable fuels, to protect consumers, to increase the efficiency of products, buildings, and vehicles, to promote research on and deploy greenhouse gas capture and storage options, and to improve the energy performance of the Federal Government.
