Official Protraction Diagram and Leasing Map boundaries cover areas of the outer continental shelf within Federal jurisdiction. They are generated by the Minerals Management Service (MMS) in accordance with 30 Code of Federal Regulations (CFR) 256.8. Leasing Maps are irregularly shaped areas, developed early in the MMS offshore minerals management program, for near-shore areas in the Gulf of Mexico. Official Protraction Diagrams cover the remainder of the area included in the MMS offshore minerals management program. The Official Protraction Diagrams were developed on a Universal Transverse Mercator (UTM) grid and are approximately 1 degree in latitude by 2 degrees in longitude, except in northern areas where they are 1 degree in latitude by 3 degrees in longitude. Official Protraction Diagrams and Leasing Maps are used to support the management of federally owned land and the management, exploration, and development of mineral resources on the Federal outer continental shelf.

This map layer shows the Official Protraction Diagram and Leasing Map boundaries for the conterminous United States, Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands. The boundaries are derived mathematically. Both existing and planned Official Protraction Diagram boundaries are included in this map layer.
