Helping Federal Agencies Meet Socioeconomic Goals

By law, federal agencies must seek to contract with small businesses and to reach small business statutory goals. While the information below highlights the Service Disabled Veteran-Owned Small Business (SDVOSB) and women-owned businesses, some of the tools mentioned can be used to look for eligible small businesses in several categories: small business, small disadvantaged business, historically underutilized small business zone small business, and woman-owned small business.

Reaching Service-Disabled Veteran-Owned Small Business Owners (SDVOSBs)

Service-disabled veteran-owned small business owners (SDVOSBs) have earned the right to receive privileged contracting opportunities with the federal government.

Currently, the federal statutory goal for SDVOSBs is 3%. An SDVOSB must be 51% owned and controlled by one or more service-disabled veterans.

GSA offers the following solutions for federal agencies to identify and utilize service-disabled veteran-owned small businesses so they can reach the statutory goal for contracting with service-disabled veteran-owned small businesses.

Multiple Award Schedules

Multiple Award Schedule (MAS) contracts, or Schedules, offer a mechanism by which all federal agencies can acquire products, services and/or solutions to fulfill their needs.

Area Customer Service Directors are available to assist you in finding service-disabled veteran-owned small businesses on GSA's Multiple Award Schedule.

GSA Advantage!®

GSA Advantage!® allows agencies to quickly search exclusively for SDVOSBs. It tags them with a business indicator code.

To search GSA Advantage! For SDVOSB’s:

  • Select the "service-disabled veteran-owned small business" option on the GSA Advantage!® advanced search page.
    Your search results will only show products offered by service-disabled veteran-owned small businesses.

Central Contractor Registration (CCR) - Locate SDVOSBs by Location

The Central Contractor Registration (CCR) allows agencies to search by locality for service-disabled veteran-owned small businesses. How to search

  • Go to the CCR Advanced Search page.
  • Select the "service-disabled veteran-owned" socioeconomic category
  • Choose a location

VetBiz Vendor Information Pages

The search engine of the Department of Veterans Affairs' Vendor Information Pages allows agencies to search for VA registered service-disabled veteran-owned small businesses, and use a wide array of criteria, including location, green NAICs code, and the security level of the company’s personnel.

"VETS" Governmentwide Acquisition Contract (GWAC)

As a direct result of Executive Order 13360 issued on October 20, 2004, The Veterans Technology Services (VETS) Governmentwide Acquisition Contract (GWAC) was awarded as a small business set-aside contract for Service-Disabled Veteran-Owned (SDVO) small technology firms.

Women-Owned Small Businesses

Five percent of Federal prime and subcontracts are set aside for women-owned small businesses(WOSBS). The Women-Owned Small Business Federal Contract program authorizes contracting officers to set aside certain federal contracts for eligible:

  • Women-owned small businesses (WOSBs) or 
  • Economically disadvantaged women-owned small businesses (EDWOSBs)
