Kathleen M. Turco - Associate Administrator of Government-wide Policy

Kathleen M. Turco was selected as the Associate Administrator for Government-wide Policy (OGP) for the General Services Administration on May 3, 2010. Under her leadership, OGP is fostering increased transparency and open government in Federal policy making and improving public access to policy information. She oversees the development of Federal policies for Acquisition policy; asset and transportation management; federal high-performance green buildings; and information sharing, identity and access management. 

Additionally,OGP provides critical leadership and support on meeting Administration priorities -- including GSA’s sustainability goals, achieving improved customer intimacy, innovation, and operational excellence.

Ms. Turco served as the Chief Financial Officer for the U.S. General Services Administration (GSA) from August 5, 2002 to May 3, 2010. As the agency’s CFO, she provided the executive leadership and direction in administering the GSA’s Performance Management Process including the agency-wide strategic planning, performance budgeting, financial management shared services provider, and the core financial management system.

Ms. Turco came to GSA from the IRS where she served as the CIO’s Director of Financial Policy, Planning and Programs from 2001 to 2002 and the IRS' Deputy CFO for Strategic Planning and Budgeting from 1998 to 2001. Prior to IRS, Ms. Turco was an examiner at the OMB for 10 years – both on the management and budget sides.

Ms. Turco was the recipient of the 2008 Donald L. Scantlebury Memorial Award for Distinguished Leadership in Financial Management Improvement and the 2006 Presidential Rank Award as a meritorious executive.
