Federal Competency Assessment Tools

Welcome to the Federal Competency Assessment Tool (FCAT), a tool created to provide a strategic competency analysis of the skill level of a Federal agency’s future and current leadership cadre (via the FCAT-Management(M) and HR specialist workforce (via FCAT-Human Resources (HR). The FCAT-M assesses the proficiency levels of agency leaders against the U.S. Office of Personnel Management's leadership and performance management competencies. The FCAT-HR assesses the proficiency levels of agency HR specialists using the Chief Human Capital Officers Council (CHCO) Human Resource Management Competency Model. This model focuses on the initial set of competencies HR specialists need to meet the human resource and business challenges of an agency. Federal agencies can use the results of the FCAT assessments to support human capital strategies such as competency gap analyses, succession management, and developmental efforts.
