July 21, 1995: Notice of Request for Clearance of a Revised Information Collection Form SF 3104 and SF 3104B
In accordance with the Paperwork Reduction Act of 1980 (title 44, U.S. Code, chapter 35), this notice announces a request for a clearance of a revised information collection. SF 3104, Application for Death Benefits/Federal Employees Retirement System, is used to apply for benefits under the Federal Employees Retirement System based on the death of an employee, former employee or retiree who was covered by FERS at the time of his/her death or separation from Federal Service.

July 14, 1995: Prevailing Rate Systems; Change of Lead Agency Responsibility for New York, New York, Wage Area for Pay-Setting Purposes
The Office of Personnel Management (OPM) is issuing a final rule to transfer lead agency responsibility for the New York, New York, Federal Wage System (FWS) wage area from the Department of Defense (DOD) to the Department of Veterans Affairs (VA) for pay-setting purposes.

In accordance with the Paperwork Reduction Act of 1980 (title 44, U.S. Code, chapter 35), this notice announces a request for a reclearance of an information collection. RI 20-1, Application for Minimum Annuity, is completed by annuitants to determine if they quality for minimum annuity under certain provisions of 5 U.S.C. 8345(f).

In accordance with the Paperwork Reduction Act of 1980 (title 44, U.S. Code, chapter 35), this notice announced a request for review of a currently approved information collection. Form DPRS-2809, Request to Change FEHB Enrollment or to Receive Plan Brochures, is used by former spouses who are eligible to elect, cancel, or change health benefits enrollment during open season.

July 10, 1995: Prevailing Rate Systems; Abolishment of Marquette, MI, Nonappropriated Fund Wage Area
The Office of Personnel Management is issuing interim regulations to abolish the Marquette, MI, nonappropriated fund (NAF) Federal Wage System (FWS) wage area and add Dickinson County, MI, and Marquette County, MI, as areas of application to the Lake, IL, NAF wage area for pay-setting purposes. No employee's wage rate will be reduced as a result of this change.

July 7, 1995: Pay Administration (General); Severance Pay for Panama Canal Commission Employees
The Office of Personnel Management (OPM) proposes to amend its regulations to exclude certain categories of employees of the Panama Canal Commission from entitlement to severance pay. On December 31, 1999, the Republic of Panama will take over operation of the Panama Canal under the terms of the Panama Canal Treaty of 1977. The proposed changes would eliminate entitlement to severance pay for Panama Canal Commission employees who are offered reasonably comparable employment with a successor entity or who are hired more than 90 days after the publication of final regulations making these changes.

July 6, 1995: Temporary Schedule C Positions
The Office of Personnel Management (OPM) is amending its regulations which permit agencies to establish temporary Schedule C positions in order to assist a department or agency head during the period immediately following a change in presidential administration, when a new department or agency head has entered on duty, or when a new department or agency is created.
