Benefits and Extended Benefits

There are a number of benefits associated with the use of charge cards by the Government:

  • Administrative cost savings – The estimated administrative savings for the purchase card alone is $1.7 billion per year ($70 per transaction) when used in place of a written purchase order. No studies have been done to estimate the transactional savings of the other programs.
  • Identification for discount programs – The GSA SmartPay travel card is required to obtain airfare discounts through the GSA City Pairs program, creating an estimated $3.6 billion in annual savings governmentwide.
  • Agency refunds – Charge cards generate performance-based refunds for agencies.
  • Others – Charge cards provide other less tangible benefits, including detailed transaction data, improved ability to monitor transaction details, travel insurance, as well as to eliminate the need for imprest funds or petty cash at the agency.

Government travel cardholders, under the GSA SmartPay Program, are eligible to receive extended benefits coverage. They are automatically covered when the cardholder initiates and pays for the entire travel related transaction with their Government charge card.

Any/All benefit are agency specific. This means that some agencies may have more benefits due to differences in the task order.

Additional restrictions, limitations, and exclusions may apply to the terms and conditions of the insurance provisions. Dollar limitations on services provided may vary depending upon the contractor. Auto Rental Insurance (ARI)

  • ARI provides primary coverage worldwide up to the actual cash value of most rental cars for damage due to collision or theft for rental periods which neither exceed 31 consecutive days. Certain restrictions, limitations, and exclusions apply.
  • The entire rental transaction must be charged to the agency issued charge card to activate ARI (Collision/Loss Damage Waiver) coverage. This means cardholders must use their charge card to initiate and complete the entire rental transaction.
  • ARI coverage is applicable only to valid drivers of the vehicle.
  • The rental auto must be operated in accordance with the car rental agreement.
  • Cardholders must decline the car rental company's collision damage waiver (CDW/LDW) option, or similar provision, if offered by the car rental company.
  • ARI coverage is collision damage coverage only. It does not cover injury to persons, nor to property other than the rental car as it was originally manufactured.
  • ARI coverage is not valid for certain areas outside the U.S. where prohibited by law or by the car rental agency's policy.
  • Most rental cars are covered (check with the charge card assistance center for a list of exclusions).
  • If the cardholder has an accident, immediately, but no later than 20 days* following the date of the damage or theft, call the charge card assistance center to report the accident and receive processing instructions, or their claim will be denied. If the cardholder is located outside the U.S., use the appropriate international toll-free number provided by the charge card company. The Rental Agency is not responsible for filing the cardholder's claim under this program unless they are traveling outside the U.S. and sign a Cardholder Agreement Form (which will be provided by the Rental Agency).

The GSA SmartPay® program provides charge cards to agencies/departments throughout the U.S. government, as well as tribal governments, through master contracts that are negotiated with major national banks.
