Board of Regents Profiles


Official Membership Roster

The National Library of Medicine Board of Regents meets three times a year. There are ten appointed members and nine ex officios. The following are the current appointed members with their dates of office.

Joyce Mitchell, Ph.D.
2009-2013

 

Dr. Joyce Mitchell is the current Chair of the Board of Regents.  She is a professor and chair of the Department of Biomedical Informatics at the University of Utah. She is certified as a medical geneticist by the American Board of Medical Genetics and American College of Medical Genetics.

She has held several high-level positions in the informatics and genetics fields, including her election to be a Fellow in the American College of Medical Informatics. Dr. Mitchell also spent a sabbatical year at the National Library of Medicine, where she developed the Genetics Home Reference (http://ghr.nlm.nih.gov) which helped bridge genomics research with consumer health interests in genetic diseases.

Dr. Mitchell received her Ph.D. from the University of Wisconsin and also pursued postdoctoral training in medical informatics sciences.

Ronald G. Evens, M.D.

Dr. Ronald G. Evens is currently professor of Radiology and professor of Medical Economics at Washington University in St. Louis, Mo. He spent his post-graduate training in radiology and nuclear medicine and served as a research associate at the National Institutes of Health. At the age of 31 he was named Head of the Department of Radiology at Washington University School of Medicine and in 1972 was named to the first endowed Chair in Radiology as the Elizabeth Mallinckrodt Professor. The Institute became known as a world leader in academic medicine and is currently responsible for 900,000 radiologic examinations annually.

Dr. Evens has also served as President of St. Louis Children’s Hospital, President of Barnes-Jewish Hospital, and Chief Finance Officer of Washington University, all in St. Louis, Mo.

He received his medical degree from Washington University (where he graduated first in his medical school class). He is a marathon runner with a best time of 3 hours and 15 minutes.


David A. Fleming, M.D., M.A., F.A.C.P.
2011-2015

 

David A. Fleming, M.D., MA, FACP is Professor and Chairman of Internal Medicine at the University of Missouri School of Medicine (MU), in Columbia, Missouri.  Dr. Fleming was also the founding Director of the MU Center for Health Ethics which was established in 2001, and continues in that role. Dr. Fleming also serves on the Board of Regents and is chair of the Board of Governors for the American College of Physicians (ACP), the largest medical specialty organization in the United States. He will serve as chair during the 2011-2012 board year.

Dr. Fleming received his medical degree from the University of Missouri, School of Medicine.

Katherine Gottlieb, M.B.A., Ph.D. (Hon)

Ms. Katherine Gottlieb is president and CEO of the Southcentral Foundation (SCF) in Anchorage, Alaska, The Foundation focuses on providing health care for Alaska natives and American Indians.

Ms. Gottlieb is half Aleut and started working at Southcentral Foundation as an administrative assistant rising in the organization to become president in 1991. The Foundation is known for providing innovative care based on feedback from its clients. Southcentral Foundation uses advisory councils, surveys, focus groups, and a toll-free hotline to find out what works in health care and what doesn’t work.

Ms. Gottlieb has a BA, MBA, and honorary doctorate from Alaska Pacific University. She is also a 2004 recipient of the McArthur Foundation Fellowship award—the so-called genius award.


Henry Lewis III, Pharm.D.
2011-2015

 

Dr. Henry Lewis III is president of Florida Memorial University. Before he held this position he served as Dean and professor in the College of Pharmacy and Pharmaceutical Sciences at Florida A & M University (FAMU). He received his doctor of pharmacy degree from Mercer University School of Pharmacy.

Dr. Lewis is also active in minority affairs. He is past president of the Minority Health Profession Foundation and the Foundation’s sister agency, the Association of Minority Health Profession Schools. As a biomedical researcher he has focused on sickle cell anemia and has been the principal investigator or project director on research/training grants totaling over $95 million.


 

Trudy F.C. MacKay, Ph.D.
2011-2015

 

Trudy Frances Charlene Mackay, Ph.D. is a William Neal Reynolds and Distinguished University Professor of Genetics at North Carolina State University. Dr. Mackay focuses her research efforts on the genetic and environmental factors affecting variation in quantitative traits in Drosophila melanogaster, or fruit fly. She currently receives NIH funding to study the genetics of aggression, alcohol sensitivity, olfaction, lifespan, sleep, circadian rhythms, and stress resistance.

She is a fellow of the Royal Society, the oldest scientific academy in continuous existence; the US National Academy of Sciences; and the American Academy of Arts and Science. Dr. Mackay received her Ph.D. in Genetics from the University of Edinburgh, Scotland.


Ralph Z. Roskies, Ph.D.
2011-2015

 

Dr. Ralph Z. Roskies is a founder and Scientific Director of the Pittsburgh Supercomputing Center. He concerns himself with general issues involving high performance computing and, lately, problems of large data. He has overseen work on genomics, molecular modeling, cellular modeling, and large-scale image analysis.

Dr. Roskies is Professor of Physics at the University of Pittsburgh. He received his Ph.D. from Princeton University.

Mary L. Ryan, MPH, MLS
2010-2014

 

Mary L. Ryan is director of the University of Arkansas for Medical Sciences Library having assumed that position in 1997.

Ms. Ryan has been active in medical library issues most of her career. She has served as librarian at the University of Arkansas for Medical Sciences (UAMS) Library, Chief, at the Food and Drug Administration Medical Library and executive director, at the National Network of Libraries of Medicine, South Central Region.

Ms. Ryan received her B.A. in sociology from the University of Arkansas in Fayetteville, her M.L.S. degree from Louisiana State University at Baton Rouge, and her M.P.H. from UAMS. She is a distinguished member of the Academy of Health Information Professionals, Medical Library Association.


 

Photo of F. Douglas Scutchfield

F. Douglas Scutchfield, MD
2010-2014

 

Dr. F. Douglas Scutchfield is director of both the Center for Public Health Services and Systems Research, and the Center of Excellence in Public Health Workforce Research and Policy at the University of Kentucky. Dr. Scutchfield has been active in family medicine and public health for most of his career. He was chair of the Department of Family and Community Medicine at the University of Alabama’s College of Community Health Services. He was also founding professor and director of the Graduate School of Public Health at San Diego State University in 1980, and upon his return to the University of Kentucky in 1997, became founding director of the School of Public Health there.

He has received a number of awards throughout his career including the American Medical Association’s Distinguished Service Award in 2003.

Dr. Scutchfield received his medical degree from the University of Kentucky.

Gail A. Yokote, MS

Gail A. Yokote is Associate Librarian for Sciences & Technical Services at the Peter J. Shields Library at the University of California, Davis. She has an extensive history of working at the UC, Davis and UCLA libraries in various management positions.

Ms. Yokote has also held various elected positions in the library field, including, serving as National Program Committee co-chair, for the Medical Library Association. She has also published several articles in the field of Library Sciences.

Ms. Yokote received her master’s degree in Library Science from the University of Illinois, Urbana.
