Telecommunications Expense Management Services (TEMS)

August 20, 2012: The Wireless Federal Strategic Sourcing Initiative (FSSI) Program team received final proposals from offerors on August 10th. Final offers are currently being evaluated and we look forward to sharing the results with you as we prepare to launch this cross-government program.

The Telecommunications Expense Management Services (TEMS) FSSI Indefinite Delivery, Indefinite Quantity (IDIQ) contract expires January 10, 2013. Task orders may extend nine months beyond this expiration date.

A follow-on TEMS IDIQ contract is not planned, because all IDIQ providers are also available for these services on the following IT Schedule 70 Special Item Numbers (SIN): 

  • Schedule 70 SIN 132 53: iSys LLC, ProfitLine Inc (Booz-Allen Partner)
  • Schedule 70 SIN 132 52: ProfitLine Inc
  • Schedule 70 SIN 132 51: Avalon Global, ,iSys LLC

Additional TEMS providers are also available via the Connections Program

These options include small business partners (A&T, American Systems, NetCom)

Period of performance: Two-year base, three one-year options

Ceiling: $93 million

Type of task order: Fixed price

How federal agencies have used TEMS

The Department of Homeland Security achieves a 245 percent return on investment (ROI)

U.S. Customs and Border Protection (CBP) in the Department of Homeland Security (DHS) awarded a small business industry partner on TEMS a project to consolidate buying and management for 16,000 wireless lines. The industry partner currently manages over 21,000 wireless lines for CBP.

After 36 months, the TEMS provider has produced more than $6.9M in savings and reduced the monthly average cost per unit for service plans from approximately $70 to $48.
