WHO also coordinates health efforts in emergencies and disasters, having been designated as the UN lead for health needs, saving lives and ensuring access to essential health services in areas as diverse as Libya, Pakistan, and Haiti.
Through its in-house expertise and extensive networks, WHO serves as the global authority on norm-setting for medical and health services and drugs. This technical expertise can be seen in a range of technical areas from food safety to HIV/AIDS prevention and treatment.
WHO combines its technical expertise with its relationships to Member States, providing in-country presence through networks of global health actors. These provide regional and country-level technical cooperation that leads to improved development and health outcomes, including work towards the achievement of the health-related Millennium Development Goals 
.
Additionally, WHO draws upon its treaty-making powers to develop and ratify agreements on specific public health issues. These can take the form of legally binding agreements such as the Framework Convention on Tobacco Control , or non-binding instruments such as the WHO Global Code of Practice on the International Recruitment of Health Personnel , and the WHO USG Health Security Memorandum of Instruction [PDF - 84 KB]. The Global Fund
The Global Fund to Fight AIDS, Tuberculosis and Malaria was created to increase resources available to fight three of the world's most devastating diseases. The organization directs those resources to areas of greatest need.
