Dear Partners,

This week I am excited to share with you information regarding the Earned Income Tax Credit in our featured update, as well as the Assets for Independence in our Featured Grant section. Assets for Independence is an exciting program that supports organizations to provide community members financial management skills and the tools to buy a first home, go back to school or start a business.  I hope you will continue to read and visit the new, expanded grant opportunities section at the bottom of this newsletter which lists 26 currently open grants available to organizations like yours.


Haiti Update:

For those of you, whose organizations are working on the ground in Haiti, please note: The U.S. Transportation Command posted instructions today on its Web site offering instructions to non-profit organizations seeking air and sea lift for humanitarian supplies and relief personnel in Haiti.    "How Do I Get Lift?" is an interactive presentation which steers customers through the process of acquiring qualifying military-provided transportation for cargo or people.

The presentation is located on the USTRANSCOM Web site at http://www.transcom.mil/TransportFAQs.ppsx. It is a resource guide which allows customers to investigate either air or surface transportation options.  Surface transportation includes ship, train and truck.

USAID will be holding a series of conference calls in an effort to coordinate the efforts of the US Government, United Nations and Non-Profit Organizations working on Haiti Relief. Earned Income Tax Credit Awareness Day 2010 is January 29th!

As Tax day approaches, we at the Partnership Center wanted to pass along the following message from our colleagues at the Internal Revenue Service regarding tax credit programs that can help hard working families keep more money in their pockets! See below for more information:

One of the largest benefit programs for working families is also one of the most overlooked tax credits. It’s called the Earned Income Tax Credit and, as the name implies, it’s for people who work for a living but don’t make a lot of money. Rural residents, self-employed people such as farmers, childless workers and grandparents raising grandchildren are among those who may be eligible but do not try and claim the Earned Income Tax Credit.

It’s easy to see how the Earned Income Tax Credit can make life a little easier in these hard times. A married couple with three children and an income ranging from $12,570 to $21,420 could be eligible for the maximum tax credit of $5,657.   Taxpayers making as much as $48,279 could qualify for EITC and can get tax returns prepared for no charge at a Volunteer Income Tax Assistance site in their local community. Many communities offer 211 or 311 telephone numbers to locate vital services. If not, taxpayers can call the IRS volunteer assistance locator number at 1-800-906-9887 to locate free tax assistance in their community.

How can you and your organization help? By spreading the word, leaving a brochure (Spanish language brochure) with a client or making a mention in a local publication or Sunday bulletin. If you’re looking for a timely angle, consider speaking out on Awareness Day to highlight the Earned Income Tax Credit in the media. For 2010, the date is January 29. Scores of news conferences will be held nationwide.

Featured Grant Opportunity

Assets for Independence Grant Funding helps American families reach economic stability and stay there.

The Assets for Independence (AFI) program provides five-year grants to nonprofit organizations -- including faith-based organizations --  that help low-income families to become economically self-sufficient for the long-term.  Organizations awarded an Assets for Independence Grant provide financial education and training on money management issues, and they assist participants with saving earned income in special matched savings accounts called Individual Development Accounts (IDAs).  Participants use their IDAs to accumulate funds with the specific goal of acquiring a first home, college education, or starting up or expanding a small business. Applications for the Assets for Independence Grant Funding Program are accepted over three cycles during the year. Due dates for each cycle are as follows:

Winter Cycle -- January 15, 2010
Spring Cycle -- March 25, 2010
Summer Cycle -- June 25, 2010

Title: NIDA RESEARCH "CENTER OF EXCELLENCE" GRANT PROGRAM

Description: This Funding Opportunity Announcement (FOA) is to provide support for research centers that conduct drug abuse and addiction research that have outstanding innovative science and that are multidisciplinary, thematically integrated, synergistic, and are/will be serving as national resource(s) for the National Institute on Drug Abuse (NIDA) research fields. It is expected that a Center will transform knowledge in the sciences it is studying. Incremental work should not be the focus of Center activities; rather, new and creative directions are required.

Title: HEALTH DISPARITIES RESEARCH ON MINORITY AND UNDERSERVED POPULATIONS

Description: The overarching goal of this FOA is to solicit innovative research addressing elements that eliminates health disparities. Research focused on disease and/or conditions that disproportionately affect racial/ethnic minorities is a growing field and has been employed lately in understanding dynamics contributing to health disparities. Funding for this FOA will support investigators who propose to conduct health disparities research using its principles to improve health inequities. The research should take into account the characteristics of health systems and health seeking behaviors that propagate disparities.

Title: TRANSDISCIPLINARY RESEARCH IN ENERGETICS AND CANCER

Description: Applications for this funding opportunity should support the efforts of the TREC initiative, which is designed to foster collaboration across multiple disciplines and encompasses projects that cover the biology and genetics of energy balance to behavioral, socio-cultural, and environmental influences upon nutrition, physical activity, weight, energetics, and associated cancer risks. Special focus on children, groups at high risk for obesity, and cancer survivors is encouraged.

Title: INNOVATIVE FAITH-BASED APPROACHES TO HEALTH DISPARITIES RESEARCH

Description: Applications for this grant should propose multidisciplinary interventions on health disparities, involving social determinants of health, health behavior, disease prevention, and health promotion.  Specifically those jointly conducted with faith-based organizations or faith-motivated programs and the research community will be encouraged to apply.  The ultimate goal is to foster intervention research on effective faith-motivated initiatives that have played an important role in addressing health disparities. Funding is also intended to provide support for early and conceptual stages of exploratory and developmental research projects.  Overall, this grant will allow applicants to 1) Examine the role and unique characteristics of faith communities in addressing health disparities, 2) Design targeted interventions, and 3) Track the efficacy of faith-motivated initiatives.

Title: ADOLESCENT MEDICINE TRIALS NETWORK FOR HIV/AIDS INTERVENTIONS

Description: The primary mission of this funding opportunity will be to conduct research, both independently and in collaboration with existing research networks and individual investigators, in HIV-infected and HIV-at-risk pre-adolescents, adolescents, and young adults up to age 25 years. This network will have the capacity for developing and conducting selected behavioral, community-based translational, prophylactic, therapeutic, and vaccine trials.

Title: ORAL HEALTH PROMOTION RESEARCH ACROSS THE LIFESPAN

Description: This funding opportunity is intended to encourage the development, implementation and testing of oral health promotion interventions directed at improving oral health across the lifespan. The research team must include someone with extensive experience in health promotion, behavioral and /or social science research. The health promotion intervention must be based on a previously conducted assessment of the epidemiology, social, behavioral and /or environmental factors related to the disease or condition under study. This research on prevention of oral diseases or reduction of health disparities could focus in any of the following areas: 1) maternal and child health, 2) adolescent and young adult health and 3) the health of adults with complex diseases.

Title: TECHNOLOGY-BASED ADHERENCE INTERVENTIONS FOR SUBSTANCE ABUSING POPULATIONS WITH HIV

Description: This Funding Opportunity Announcement (FOA) is for research on determining the efficacy of interventions that use technological tools in order to foster adherence to HIV treatment regimens for substance abusing populations.  Such tools can include: mobile enabling technologies, Ecological Momentary Assessment (EMA), enhanced Medication Event Monitoring System, computer software, portable digital devices, cell phone and/or Digital Assistant Device, among others. Multidisciplinary collaboration between social scientists, medical (physician/nurse) researchers and technology experts is encouraged.

Title: PUBLIC EDUCATION EFFORTS TO INCREASE SOLID ORGAN DONATION

Description: The purpose of this program is to support the implementation of public education and programs that show promise of increasing organ donation and efforts that are based on an established framework for successful public health outreach programs. The grant program is supportive of the Division's mission to educate the public about deceased donation and to encourage individuals to document their decision to be a donor in their statewide donor registry or by some other mechanism where a registry is unavailable.

Title: Regional AIDS Education and Training Centers

Description: The purpose of the AETC program is to improve healthcare and health outcomes for people living with HIV/AIDS. Title: Best Practices in Women's Health

Description: The purpose of this program is to allow for collaboration with public policy institutions on improving women’s health.  This grant will allow for community settings to identify best practices, and develop and pilot clinical models to improve the health of reproductive aged women in a healthcare environment that focuses on community involvement.  Focus for these models should be centered on preventive services, screenings and counseling, as well as conception care and family planning.

Title: National Resource Center for Hearing Screening and Intervention in Newborns

Description: The purpose of this cooperative agreement is to provide national leadership on implementation of sustainable statewide newborn hearing screening and intervention. Specific focus will be on reducing the loss to follow-up of infants for whom further assessment is indicated. The Resource Center will also support the development and implementation of physiologic hearing screening in Early Head Start and Head Start sites through training of, and targeted ongoing technical assistance to local Head Start staff to conduct the screening test and to refer infants and toddlers indicated follow-up.

Title: SCALABLE DISTRIBUTED RESEARCH NETWORKS FOR COMPARATIVE EFFECTIVENESS

Description: The goal of this funding opportunity is to enhance the capability and capacity of electronic health networks that are designed to conduct research on outcomes of clinical interventions. The clinical interventions can include, but are not limited to, diagnostics, therapeutics (drugs and biologics), medical devices, behavioral interventions, and surgical procedures used in clinical care.  Funding will be awarded to organizations that propose to develop the infrastructure and methodology for collecting data from electronic clinical databases, in order to generate new evidence on the effectiveness of healthcare interventions.

Description: The Agency for Healthcare Research and Quality (AHRQ) is interested in funding a diverse set of projects that develop, test and evaluate various simulation approaches for the purpose of improving the safe delivery of health care. Simulation in health care predominately is a training technique that exposes individuals and teams to realistic clinical challenges through the use of mannequins, task trainers, virtual reality, or standardized patients, and allows participants to experience in real-time the consequences of their decisions and actions. Title: PREVENTION AND MANAGEMENTS OF HEALTHCARE ASSOCIATED INFECTIONS

Description: The purpose of this funding opportunity is to gain practical knowledge for preventing and managing healthcare associated infections (HAIs).  Research priorities for this opportunity should include: 1) development, implementation and demonstration of the prevention and management of HAIs, along with the determination of the costs of such interventions; 2) determination of the efficacy, effectiveness, and costs of preventative interventions; 3) population-level studies on the patient risk factors, clinical presentation, sources, and disease genotypes of antibiotic-resistant organisms that can result in perceived HAIs.

Substance Abuse & Mental Health Services Administration

Title: DRUG FREE COMMUNITIES SUPPORT PROGRAM

Description: The purpose of this program is to establish and strengthen collaboration to support the efforts of community coalitions working to prevent and reduce substance use among youth.  This grant is offered on behalf of the Drug Free Communities Support Program (DFC), through the Substance Abuse and Mental Health Services Administration (SAMHSA).  DFC is accepting applications for this grant in order to reduce substance use among youth and, over time, reduce substance abuse among adults by: 1) Addressing the factors in a community that increase the risk of substance abuse, and 2) Promoting the factors that minimize the risk of substance abuse.  Please note that for the purpose of this grant, substances include, but are not limited to, narcotics, depressants, stimulants, hallucinogens, inhalants, marijuana, alcohol, and tobacco, where their use is prohibited by Federal, State, or local law. Substances may also include the non-medical use of prescription drugs or over-the-counter medicines.

Title: OCCUPATIONAL SAFETY AND HEALTH RESEARCH

Description:  The purpose of this grant is to develop an understanding of the risks and conditions that are associated with occupational diseases and injuries.  Through this grant, applicants should explore methods for reducing risks and for preventing or minimizing exposure to hazardous conditions in the workplace.  Also, efforts should be able to translate scientific findings into prevention practices that will effectively reduce work-related illnesses and injuries.

Title: PrESIDENT's Emergency plan for aids relief

Description:  As a part of the President's Emergency Plan for AIDS Relief, the Centers for Disease Control and Prevention works with host countries and other key partners to assess the needs of each country and design a customized program of assistance.  Funding will be granted for individualized programs centered around the prevention, care, and/or treatment of HIV/AIDS.

Administration on Aging

Title: American Recovery and Reinvestment Act: Chronic disease self-management program

Description:  Applicants must meet the following programmatic goals: 1) Deliver Chronic Disease Self-Management Programs (CDSMPs) to at least 50,000 individuals, 2) Document the extent to CDSMPs are being implemented with fidelity to the original research design, 3) Strengthen the capacity of states and communities to sustain CDSMPs after the grant period. The CENTER will provide an array of technical assistance and evaluative support that includes: two national meetings, web-based training, on-site visits, targeted teleconferences, peer-to-peer mentoring, strategies and models for developing statewide and community-level CDSMP distribution systems.
