Practice Management (revenue generation, cost avoidance, ICD-10) Provide a quality billing/general ledger system that is integrated into the Indian Health Service's (IHS) Health Information System with associated training. 1 2
Interoperability/Health Information Exchange Support the exchange of health care related information with IHS, federal, state, tribal, urban, public health, contract, the National Health Information Network, HIEs, and other healthcare service organizations. Facilitate standards-based interoperability. 2 3
Electronic Health Record Ensure that the IHS-EHR is certified to meet all national standards including those for meaningful use. Also institute a state-of-the-art Computerized Patient Record (CPR) with the ability to manage clinical alerts/pathways and that contains data integrated from the various facilities a patient has visited. This includes VistA Imaging. 3 3
Infrastructure/Architecture Facilitate the improvement, standardization, and growth of IHS/Tribal/Urban (I/T/U) information processing platforms and technology. 4 2
Clinical Decision Support Provide universally accessible decision support information that supports evidence-based medicine and positively impacts the local management and clinical delivery of health care. 5 3
Meaningful Use Support all I/T/Us to have the tools they need to meet the Office of the National Coordinator and Centers for Medicare and Medicaid definitions for Meaningful Use as a minimum for improving patient care. This includes EHR, Master Patient Index, Government Performance and Results Act, and the IHS Improving Patient Care Program. 6 3
Workforce Development Support the provision of effective and timely information technology and data management training at all levels. This includes staff training, college IT courses, contractors, and position succession planning, Meet the requirements for meaningful use of HIT. 7 2
Telemedicine Coordination This would provide a clearing house and coordination point for quickly evolving telemedicine experience in the IHS. In addition, it would determine points of repository for digital files. 8 3
Tribal Shares Calculation Work with Tribal organizations to develop a mutually beneficial, cooperative plan for calculation of Tribal Office of Information Technology shares addressing services provided, service level agreements; service delivery process, development agreements, communications, and marketing. 9 1
Data Quality/Accuracy Ensure quality public health and administrative data for all I/T/Us. 10 3
IHS Master Patient Index Implement the IHS MPI solution for Indian health that enables the secure sharing of patient data between operationally and regionally diverse systems. 11 2
Administrative Management Tools Provide business management tools such as cost accounting, business intelligence, decision support and dashboards which are integrated into the IHS Health Information System and reuse data to improve organizational management operations and performance outcomes. 12 2
Bandwidth Support all I/T/U facilities to ensure their connectivity to meet the requirements of the Federal Communications Commission National Broadband Plan including care provided at home. Emphasis will be on rural needs and coordination with other funding sources. 13 3
Security and Regulatory Compliance Design and provide cost-effective methods and standards to meet all regulatory requirements and assure the privacy of all patient and business related data that will meet or exceed the Health Insurance Portability and Accountability Act and other governmental requirements. 14 3
Innovation of Technical and Business Practices Support research and development that meets I/T/U needs, participation in other innovation groups, research funding coordination, gap analysis (open running list), and collaborations. 15 4
Patient Communication Provide a range of opportunities for patient communication including social media, personal health records, patient portals, and contact with health care providers. 16 3
Environmental Health Collaborate with the Office of Environmental Health and Engineering on integrated environmental health management applications including reporting, surveillance, construction, and state interfaces. 17 2
