March 27, 1995: Washington, D.C. -- In an effort to further enhance customer service in its field operations and reduce layers of bureaucracy, the U.S. Office of Personnel Management today announced the reduction of management and overhead positions in the five Regional Offices across the country. March 17, 1995: Washington, D.C. -- President Bill Clinton has authorized time-off for federal civilian employees who face a personal emergency as a result of widespread flooding in California. Employees who can be spared from official duties will be excused from work without charge to leave, or loss of pay. In addition, federal employees who are needed to support emergency law enforcement, relief, or clean-up efforts authorized by federal, state or local officials may also be excused from duty.
