Howard D. Kelsey

Howard D. Kelsey serves as the Deputy Assistant Secretary of the Office for Facilities Management and Policy (OFMP), in the Department of Health and Human Services.  OFMP provides Department-wide leadership and direction in master planning, facilities planning and design, construction and construction budget oversight, leasing, operations and maintenance, space utilization, and management programs.  Mr. Kelsey is responsible for departmental-level technical assistance on facilities matters for HHS.

Prior to joining HHS, Mr. Kelsey worked for the Department of the Navy.  He also worked for the Resolution Trust Corporation.  He holds a B.A. from the University of North Carolina and a M.A. in Education from Springfield College, Springfield, Massachusetts.
