Students Training to Acquire Real-life Skills (S.T.A.R.S.)

S.T.A.R.S. is a model for learning that incorporates on the job training with knowledge acquired through academics. The S.T.A.R.S. approach provides learning and developmental opportunities and work experience for students in high school, vocational and technical schools, undergraduate (both associate and baccalaureate degrees), graduate and doctoral programs. Students gain experience through two different student programs, the Student Temporary Employment Program (STEP) and Student Careers Experience Program (SCEP) and HHS Student Volunteers.

The Student Temporary Employment Program (STEP), allows the opportunity to gain experience in a wide variety of fields. Job opportunities under this program offer you temporary employment ranging from summer jobs to positions that can last for as long as you remain a student. The Student Career Experience Program (SCEP), allows students the opportunity to gain experience directly related to your field of study. Under this program, you are eligible for the full range of benefits e.g., health insurance, life insurance, retirement coverage and yearly within-grade increases. It provides formal periods of work and study while you are attending school. It requires a commitment by you, your school, and the employing Federal agency. You may be eligible for permanent employment under this component after successfully completing your education and meeting work requirements. STEP and SCEP Program Eligibility Requirements

  • Be enrolled in a degree or certificate seeking program in an accredited high school, GED program, vocational school or college/university
  • Be enrolled at least half-time, as defined by the school
  • Be able to meet minimum grade point average requirements established by the student’s institution
  • Pass a background security investigation
  • Be actively enrolled at least on a half-time bases in an accredited educational institution
  • Obtain an approved written agreement with HHS, the student’s educational institution and the student

Student Volunteers

The volunteer program allows you to explore career options as well as develop your personal and professional skills. As a student volunteer, you will be exposed to the Federal work environment and will learn about the missions and responsibilities of various Federal agencies and departments.

HHS Departmental Appeals Board Internship/Externship Program

The Departmental Appeals Board ("DAB") of the United States Department of Health and Human Services offers internships throughout the academic year to first-year (second semester), second year, and third-year law school students. In addition, the DAB has a robust summer internship program for law students that offer various learning opportunities and experiences beyond the great practical work skills its interns receive. Although the internship program is primarily geared towards law school students, the DAB has opportunities available for some undergraduate students who may be interested in attending law school.
