Humane Handling Quarterly Reports

Beginning in fiscal year (FY) 2012, FSIS improved the transparency of the Agency's humane handling
verification and enforcement activities by publishing a Humane Handling Quarterly Report, which
includes humane handling noncompliance records (NR), humane handling verification time recorded in
the FSIS Humane Handling Activity Tracking System (HATS), and FSIS slaughter data, in addition to
humane handling suspensions, which were previously reported in Quarterly Enforcement Reports.
The Humane Handling Quarterly Report, updated every 3 months, provides an overview of humane handling
(HH) and slaughter inspection (04C02) procedures performed by FSIS inspection program personnel (IPP)
in FSIS-inspected livestock slaughter facilities over a rolling 12-month period.

Notes: Through March 31, 2011, all data used to compile the HH Quarterly
Report came from information entered by FSIS IPP in the FSIS electronic animal disposition system
(eADRS) and the Performance Based Inspection System (PBIS).
In April 2011, FSIS started transitioning to a new database — the Public Health Information System
(PHIS) — which will replace PBIS and eADRS. Since this transition has been gradual, the June 30,
September 30, and December 31, 2011, reports include information from PHIS, PBIS, and eADRS.
Under PBIS, FSIS IPP recorded only one 04C02 procedure per shift. However, under PHIS, one 04C02
procedure is recorded for each IPP performing the procedure, which may result in more than one
04C02 procedure per shift. Thus, under PHIS, the reports may show an increase in 04C02 procedures.
