Will implement a comprehensive Beef Quality Assurance program in the state's cattle herds. The program will identify best management practices for cattle producers and conduct educational programs to encourage their adoption by producers throughout the state. A basic element in the program will be the use of electronic identification to track cattle and to evaluate recordkeeping systems and production practices. The Seminole Tribe of Florida will cooperate in using its 12,000 head herd as a "model" herd for the program.

Will continue its pre-existing program, implementing an "Inspection-Based Quality Assurance and Certification Program for Market Cattle and Swine." This program seeks to promote humane handling of livestock, reduce antibiotic residue violations, reduce violations of the FDA ruminant feeding rule, and decrease numbers of diseased, dying, and disabled animals presented for slaughter. Problems observed at processing will be traced back to the farm premises, and solutions identified through production practices.

Will collaborate with the agricultural extension service, the animal health field force, practicing veterinarians, and dairy producer organizations to deliver information on residue avoidance in dairy herds and on compliance with the FDA ruminant feeding rule assuring that Bovine Spongiform Encephalopathy (BSE) has no mechanism of spread in the state's dairy herd, should it be introduced. A model farm will be identified to demonstrate use of production practices which support these goals.

Will develop and implement a HACCP-compatible quality assurance program termed "Family Farm Products—Safe from Farm to Fork" for the state's small egg and poultry meat producers. In cooperation with local agencies and a minority university, education and training in on-farm food safety will be provided at several locations in the state, including agricultural fairs and exhibitions. The program Director will receive formal training in food safety policy development and risk assessment.
New Jersey

Will continue its successful program in Dairy Quality Assurance, and will add beef producers to the program. The New Jersey program is modeled after the highly-regarded New York State Cattle Health Assurance program, and includes producer training in best management practices and formal farm audits by program professionals. The state Department of Agriculture will act as the third-party verifier of HACCP-compatible production practice adoption on dairy and beef farms.

Will continue the implementation of the Egg Quality Assurance Program designed to reduce the incidence of foodborne outbreaks of Salmonella Enteritidis traced to table eggs. The program will verify the safety of the state's table eggs by proper documentation of quality assurance standards and production practices. Farm biosecurity and quality assurance compliance will be verified by farm audits.
South Dakota

Will continue its Beef Quality Assurance/Critical Management Point program to provide education in food safety to beef producers, and to certify compliance with program standards. Will cooperate with state university to develop CD-ROM and web-based training in HACCP-compatible beef production practices, and will certify status of producers who use program practices. Will continue efforts to provide a national model for food safety certification of beef cattle.
Vermont

Will continue the state's dairy and beef Quality Assurance Program, using existing materials to conduct food safety workshops for producers, make information available on a Web site, and through tabletop presentations at industry meetings and conferences. Will develop a guide which directs producers to the various sources of food safety information and education in the state. This guide will include direction and information for egg and poultry meat producers, in addition to the cattle program content.
West Virginia

Will continue implementation of its Dairy Quality Assurance Program (DQAP) which seeks to educate dairy producers about HACCP-compatible production practices, and to encourage their adoption. Will involve self assessment of safe production practice use by producers, and verification by veterinarians of program compliance. Will utilize state university dairy herd as model for demonstration of production practices which support food safety in milk and dairy beef. Additional funding will be sought to add a module to the DQAP to reduce or eliminate Johne's Disease in dairy herds.
