new bullet Centers for Independent Living Compliance, Performance, Recovery Act Reporting, and Monitoring

In September, 2012, the U.S. Department of Education’s Office of Inspector General (OIG) issued the final report of the results of its review of Centers for Independent Living (CIL) Compliance, Performance, Recovery Act Reporting, and Monitoring for the period October 1, 2007, through September 30, 2009, with Recovery Act reporting from October 1, 2009, through September 30, 2010. The review focused on RSA’s monitoring and oversight of CILs with respect to their: provision of independent living core services; compliance with Rehabilitation Act standards and assurances and applicable Federal regulations; compliance with reporting requirements of the American Recovery and Reinvestment Act of 2009; expenditure of grant funds for allowable expenditures; and maintenance of adequate documentation for the use of grant funds. Orientation & Technical Assistance Guide for State Vocational Rehabilitation Directors

RSA extends a special welcome to new state vocational rehabilitation (VR) directors, and has developed an Orientation & Technical Assistance Guide for State Vocational Rehabilitation Directors. This orientation is provided to support the important work of administering federal programs within your state funded under the Rehabilitation Act of 1973, as amended, including the Vocational Rehabilitation Services Program, the Supported Employment Program, the State Independent Living Services Program, and the Independent Living Services for Older Individuals who are Blind Program. RSA developed this guide to provide quick and efficient access to information and technical assistance resources related to the administration of these programs.

Wall Chart for FY 2011 State Vocational Rehabilitation Performance

The Wall Chart for FY 2011 State Vocational Rehabilitation Performance has been posted. The Wall Chart contains the results of various performance measures of the 80 VR and agency grantees grouped by agencies who serve blind and visually impaired individuals, the general disabled population of those states with two agencies, as well as those agencies with one VR agency serving all disabilities. Charts for prior years are also available.

Basic VR Agency Report Cards

Basic VR Agency Report Cards for Fiscal Year 2010 have been posted. The Agency report card spreadsheets contain 95 different data elements for year. Additionally, there is an "Underlying Tables" spreadsheet listing the results of all 80 agencies for each data element.

  • TAC-12-03 - "Organizational Structure and Non-Delegable Responsibilities of the Designated State Unit for the Vocational Rehabilitation Program. "
  • PD-12-09 - "OMB Approval of the Extension of the Quarterly Cumulative Caseload Report (RSA-113)"
  • PD-12-08 - "Announcement of OMB approval for the on-line submission of the Vocational Rehabilitation Program Improvement Plan"
  • PD-12-07 - "Announcement of the Office of Management and Budget (OMB) approval for the on-line submission of the Corrective Action Plan (CAP) for the Vocational Rehabilitation Services Program and the Supported Employment Services Program"
