Communication Plans

Communication Plans define the parameters and actions based upon disaster and crisis scenarios and provide guidelines for responding to crisis scenarios. An effective crisis Communication Plan outlines what must be done in a crisis, but should also be flexible enough to adapt to specific situations as they unfold. The Plan should also be periodically tested and evaluated to ensure its effectiveness.

  • Florida State Technology Office EMS Communications Plan (Volume 1)
  • Pursuant to Florida mandate, the State Technology Office (STO) issues an Emergency Medical Services (EMS) Communications Plan. The "Administrative" section includes general information on the STO, FCC Rules, radio frequencies, frequency coordination requirements, and the STO EMS communications approval procedures. The "Concepts" section defines fundamental modes of EMS communications and system capabilities. The "Frequency Plan" section defines the methodology controlling use of radio frequencies within the statewide EMS system. Within the "System Requirements" and "Equipment Requirements" sections are the specific requirements by which the approval of EMS communications system implementation or expansion will be determined. Lastly, the "Mobile Data Communications" section outlines the design and implementation of a mobile data system employed in an EMS communications system.

  • December 2002. This plan proposes construction of a state-managed, owned, and operated statewide radio infrastructure. It calls for the positioning of the"backbone" to be statewide, offering the option of state, local public, and private public safety entities to purchase compatible radio equipment and take full advantage of the ubiquitous system. It specifies that infrastructure must be built with open standards so additional public and private public safety entities have the option to plug-in to the statewide infrastructure as it is completed and as capacity is available.
