    International Parental Kidnapping

    REWARD: The FBI is offering a reward for information leading to the arrest of Lizhong Zhang.

    Lizhong Zhang is wanted for international parental kidnapping in California. In August of 2002, Zhang married in China and the couple had a child that same month. In August of 2003, the couple traveled to California, where his wife found work. At that time, his wife filed for permanent residency in the United States for herself and the child, though the child was still living in China. In April of 2006, Zhang returned to China and brought the child back to California. Zhang then returned to China alone.

    In November of 2006, Zhang's wife filed for divorce in California. Zhang was served with divorce papers in China. In July of 2007, his wife brought the child to China to visit relatives. Zhang then took the child and retained the child for 29 months. In November of 2007, in an attempt to gain access to her child, Zhang's wife filed for divorce in China. The court ordered custody of the child to Zhang and visitation rights to the mother. However, Zhang continued to deny visitation rights to the mother. In September of 2009, Zhang's wife located the child and in December of 2009, she took the child from school and attempted to return to California. Zhang caught up with them during their layover in Japan, where he agreed to allow the child to return to the United States.

    Later in December of 2009, officers of the South Pasadena Police Department contacted Zhang's wife and informed her that Zhang had obtained a temporary custody order from the Superior Court of Los Angeles County. She was advised to bring the child to the police station for an exchange of custody. She then brought the child to the police department, and Zhang took custody of the child. The temporary court order specifically stated the child could not be removed from Los Angeles County until a court hearing in January of 2010, which all parties were ordered to attend. In January of 2010, Zhang and the child did not appear for two court hearings. The mother was subsequently awarded custody, and a bench warrant was issued for Zhang for failure to appear.

    In March of 2010, the Los Angeles County Superior Court retained jurisdiction of the original divorce case and all custody matters involving the child. The court denied Zhang's petition to recognize the Chinese custody order and divorce. On June 17, 2010, the United States District Court, Central District of California, issued a federal warrant for Zhang's arrest for international parental kidnapping. On June 21, 2012, the child was recovered from China.

    Zhang is believed to be residing in China, and remains a fugitive.
