What the division does
The Consumer Response team hears directly from consumers about the challenges they experience in the financial products and services marketplace. We bring consumer concerns to the attention of financial institutions, including banks, mortgage companies, student loan servicing firms and others, and to address consumer complaints.
Three tactics drive the CFPB’s approach to consumer response:
- Apply knowledge of consumer financial protection regulations to consumer complaints.
- Assess the merits of complex consumer complaints, perform case analyses, and identify and report significant trends in consumer complaints.
- Lead others in case analyses and research into consumer financial protection regulations.
The Dodd-Frank Wall Street Reform and Consumer Protection Act streamlined consumer protection oversight authority in the CFPB – promoting greater efficiency and accountability of financial institutions for American consumers.

Investigator
An Investigator serves as a Consumer Response Specialist with technical and program authority in the CFPB. Responsibilities include reviewing consumer complaints and company responses in light of applicable laws, regulations, and CFPB guidance and identifying patterns and trends. Typical duties are:
- Effectively applying federal consumer financial protection laws (such as: Truth in Lending Act, Electronic Fund Transfer Act, Fair Credit Reporting Act, Fair Debt Collection Practices Act) to analyze and to respond in a timely manner to complex consumer complaints.
- Responding to complex oral and written inquiries received from consumers and/or other agencies about financial products and services that have significant policy or legal implications, such as credit cards, mortgages, other loans, debt collection and credit bureaus.
- Identifying and reporting significant trends in consumer complaints indicating the need to update CFPB policies/procedures, make recommendation for regulatory changes, or recommend the adoption and application of new methods, approaches and criteria to ensure program requirements are aligned with strategic objectives.
- Performing independent research of existing consumer financial protection regulations to determine their correct application in ambiguous or complex consumer complaint scenarios. Correctly synthesizing and documenting complex fact patterns into understandable summaries for use in various organizational oversight activities.
