Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4321 et seq. (NEPA), CBP prepared a Final EA and Finding of No Significant Impact (FONSI) for proposed actions in Fabens, Ysleta, and Fort Hancock, Texas (Texas Mobile, SBInet). CBP has identified and assessed potential impacts associated with the proposed siting, construction, operation, and maintenance of sensor and communications towers; vehicles, supporting infrastructure components; and technological improvements to existing facilities for CBP along approximately 73 miles of the U.S./Mexico international border within the Border Patrol’s El Paso Sector, Texas. The Final EA is available for public review.This Final EA was prepared in compliance with provisions of the National Environmental Policy Act (NEPA) of 1969 as amended (42 U.S.C. 4321, et seq.), the Council on Environmental Quality’s NEPA implementing regulations at 40 C.F.R. Part 1500 et seq., and the U.S. Department of Homeland Security’s (DHS) Directive 023-1, Environmental Planning Program. CBP evaluated proposed tower locations and operations that meet the purpose and need of the proposed action. The analyses of potential impacts posed by this project showed that no adverse environmental effects are likely to occur. In accordance with NEPA regulations, the FONSI represents the agency’s formal decision that the project does not present significant impacts to human health or the environment. |
