Trade Act of 2002 - Advance Electronic Information
U.S. Customs and Border Protection (CBP) published the final Trade Act regulations in the Federal Register on December 5, 2003. The rules require advance transmission of electronic cargo information to CBP for both arriving and departing cargo and provide for various effective dates depending upon the mode of transportation. CBP has consolidated the implementation strategy of the 24-hour rule and the implementation strategy of the Trade Act. The guidance set forth below encompasses past and current 24-hour rule guidance as well as Trade Act guidance.

Implementation of Phase Four Truck Trade Act Enforcement -

Updated PAPS Procedures, Invoices and Release Dates -

Extension of Informed Compliance Period for Truck In-bond CBP has decided to extend the informed compliance period for in-bond shipments under the Trade Act of 2002 regulations for trucks. This applies to in-bond shipments arriving at the land border ports where the regulations became effective on November 15, 2004.

Pre-Arrival Processing System (PAPS) -
10/20/2005 Provides carriers complete instructions for getting started in PAPS, including technical specifications and operational requirements. Although it is aimed at northern border carriers, it is useful for all PAPS participants.

Trade Act of 2002 Informed Compliance Implementation for Trucks -
09/24/2004 An informed compliance notice for truckers will be distributed beginning October 1, 2004 and effective Nov 15, 2004. CBP officers will present notice to truckers when found out of compliance with the new U.S. advance electronic cargo information regulations (19 CFR 123.92).
