Retailer Training and Enforcement

FDA is working to help retailers comply with tobacco regulations by providing webinars and guidance documents on how to educate employees about tobacco laws. FDA is also working with state regulators to enforce federal regulations.

Retailer Compliance Training

FDA is hosting a webinar series to educate retailers across the country on federal tobacco regulations and how to comply. For past webinars, visit our Archived Tobacco Retailer Compliance Training page.

Guidance on Retailer Training Programs

FDA has issued two guidance documents related to retail training programs. The Tobacco Retailer Training Programs draft guidance assists tobacco retailers in developing effective training programs for employees. The Civil Money Penalties and No-Tobacco-Sale Orders guidance provides information on the penalties for violations for retailers with training programs that meet FDA standards and those without.

Compliance Check Inspections of Retailers

Compliance check inspections of tobacco product retailers are conducted to determine a retailer’s compliance with FDA regulations. Visit our searchable database for the results of the compliance check inspections.  FDA generally issues Warning Letters to retailers the first time a tobacco compliance check inspection reveals a violation of the federal tobacco laws and regulations that FDA enforces. The Overview: Tobacco Retailer Warning Letters provides a brief description of what retailers should do if they received a Warning Letter.
