International Cooperation on Cosmetics Regulation (ICCR), Outcomes of the Meeting Held July 10-13, 2012

The International Cooperation on Cosmetics Regulation (ICCR) held its sixth annual meeting (ICCR-6) July 10-13, 2012 in Rockville, Maryland, U.S.A. to discuss issues related to cosmetics and cosmetic-like drug/quasi-drug products. ICCR is an international group of regulatory authorities for cosmetics from Canada, the European Union, Japan, and the United States. This multilateral framework seeks to promote regulatory convergence, while maintaining the highest level of global consumer protection and minimizing barriers to international trade. As part of this meeting, the regulators entered into a dialogue with cosmetics industry trade associations from each region. In conjunction with ICCR-6, a Regulators Forum was held, with representation from Australia, Brazil, People’s Republic of China, Republic of Korea, and Saudi Arabia.
 
The meeting focused on the following topics: 

  • Alternatives to Animal Testing

  • In silico Prediction Models for Safety Assessment

  • Nanomaterials

  • Trace Impurities

  • Endocrine Disruptors

  • Allergens
     

On July 12, the ICCR Regulators hosted an open stakeholder meeting. Participants in this session included members of consumer organizations and industry associations, with an interest in regulatory issues involving cosmetics. The ICCR process, as well as current work items noted above, was shared. Information was presented from stakeholders for future consideration.
 
The next ICCR meeting will be held in Japan in 2013.
 
Outcomes of the Meeting
 
1. Alternatives to Animal Testing
 2. In silico Prediction Models for Safety Assessment
  • An overview was provided on the potential application of Quantitative Structure-Activity Relationship (QSAR) prediction models for cosmetic ingredient safety assessment. It was agreed that a working group will be established to further explore in silico models. 
 
3. Nanomaterials

  • The document “Characterization of Nanomaterials II-Insolubility, Biopersistence and Size Measurement in Complex Media” will be posted.

  • The document “Safety Approaches to Nanomaterials in Cosmetics” will be posted.

  • It was agreed that both working groups will continue to consider additional issues pertinent to the characterization and safety of nanomaterials. 

4.  Trace Impurities 

  • The documents on trace impurity levels of lead and 1,4-Dioxane in cosmetic products are undergoing final review.

  • The Traces WG will develop detailed recommendations for future work items. 

5.  Endocrine Disruptors

  • The ICCR participants agreed to exchange information on this topic and to consider possible future work items. 

6.  Allergens
  • A working group will be established to develop a white paper compiling the regulatory approaches taken in each jurisdiction regarding allergens in cosmetics and personal care products.
