NHC is now issuing advisories on newly formed Tropical Storm Rafael, centered about 125 miles west-southwest of Dominica. Tropical Storm Warnings have been issued for the British and U.S. Virgin Islands, as well as a number of islands in the Lesser Antilles. A Tropical Storm Watch includes Puerto Rico. Rafael is moving toward the north-northwest, with a turn toward the north expected on Saturday. ... On that forecast track, the center will move across the eastern Caribbean Sea tonight and be near or over the Virgin Islands Saturday or Saturday Night.
