Heavy rain continues to fall over the Lesser Antilles this morning due to Tropical Storm Rafael. A USAF Hurricane Hunter aircraft located the center about 165 miles south-southeast of St. Croix, moving toward the northwest. A turn toward the north-northwest is expected later today. On that track, the center should move near or over the Virgin Islands tonight.
