Eki Hioki appears a couple times in this list of Japanese ambassadors to Germany:

In 1915, he was the Japanese Minister to China and was involved in lengthy and contentious negotiations with China over territorial issues, concessions, etc.
Here is an account of the start of the negotiations, which predicts that they would be much less contentious than they became.
