In July 2009, Wendy J. McCutcheon was appointed as the Associate Executive Director of the Technology Acquisition Center in Eatontown, NJ.  In this role, she is directly responsible for the acquisition planning, execution and management of goods and services in support of the Department of Veterans Affair, Office of Information and Technology.

Ms. McCutcheon began her federal career as a Mathematics Instructor with the United States Military Academy Preparatory School (USMAPS) at Ft. Monmouth, NJ.  She continued her federal service career when she joined the USA CECOM Acquisition Center at Ft. Monmouth, NJ as a contract specialist.  While in the CECOM Acquisition Center, she served as a Contracting Officer, Policy Chief and, later, as a Sector Chief responsible for the acquisition of major weapon systems, services and supplies in support of the Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Community.  She was responsible for the award and management of such contracts as the Joint Tactical Radio System (JTRS), Force XXI Battle Command Brigade and Below (FBCB2), Strategic Services Sourcing (S3), Rapid Response (R2) and the US Army Recruiting and Advertising Program.

Ms. McCutcheon received her Bachelor of Science degree from Lock Haven (PA) State University and a Masters degree in Business Administration from Monmouth University, W. Long Branch, NJ.  She is a graduate of the Army Management Staff College and the Federal Executive Institute.  She is a member of the National Contract Management Association.  She holds a Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification in Contracting and Level I Certification in Program Management.

Ms. McCutcheon was selected as One of the Top Ten CECOM Employees for 1996.  In 2001, she received the CECOM Leadership Award (Supervisory).  She was selected for the Secretary of the Army Excellence in Contracting Professionalism in Contracting (Civilian) Award for FY04.  She also received the Department of Army Meritorious Civilian Service Award.
