The Even Start Family Literacy Program Women's Prison grant is designed to help break the cycle of poverty and illiteracy and improve the educational opportunities of low-income families with mothers in prison by integrating early childhood education, adult literacy or adult basic education (including, as appropriate, limited English proficient students), interactive parent-child activities, and parenting education into a unified, high-quality family literacy program. One Even Start Family Literacy Grant will be awarded to an eligible applicant to implement this project, which must be located in a prison that houses women and their preschool-aged children and will serve women inmates and their children, birth through age seven. The children are eligible participants in the project whether or not they reside in the prison. The Secretary intends to award this grant for a 3- or 4-year period.
