Applicants were community-based organizations, including faith-based organizations, state and local education agencies (SEAs and LEAs, respectively), institutions of higher education (IHEs), and other entities such as foundations, libraries, museums, public and private, nonprofit organizations, and for-profit businesses, or consortia thereof that have the capacity to significantly expand access to computers and related services for disadvantaged residents of economically distressed urban and rural communities.
