Questions Regarding the NPDES Permitting Program

To serve you better, please read the following instructions applicable to your question or comment.

Webcasts

Registration opens two weeks before the date of each webcast. Please check the NPDES Training page on or about two weeks before the webcast you want to see. Scroll under "Webcasts and Training Courses Open for Registration," click on the title of the webcast, and follow the instructions for registration.

If more than one person views from the same computer, you will register just once, on the computer from which you’ll view the webcast. After the webcast, you will automatically receive a certificate of completion for the person who registered if that person has viewed at least 90 minutes of the presentation. If the webcast offers a certificate, the last slide in the presentation will contain a url for a downloadable certificate that can be customized for those who view the webcast in groups. If you have trouble seeing this url or the certifcate, please send an email to npdesbox-request@epa.gov requesting the url for the customizable certificate.

Stormwater and Wastewater Problems In Your Neighborhood

The NPDES program regulates discharges of pollutants into rivers, lakes, streams and coastal waters. Please contact your county public health department and/or your local water and sewer authority (public sewer utility) to report environmental violations and request help when, for example:

  • Your backyard is flooded,
  • Local land use conditions create drainage problems or flooding, or
  • A septic system malfunctions.

Most states are authorized to administer the NPDES program in their state. If you have questions or concerns about a discharge to a surface water in an authorized state, please contact an NPDES coordinator listed below.

If you would like to report a possible violation of the Clean Water Act (CWA) or an NPDES Permit, please visit EPA's Office of Compliance and Enforcement's website.

NPDES Permitting Issues

Most states (forty-five), and the Virgin Islands, are authorized by EPA to administer the NPDES program for their state (they issue and enforce the permits). Massachusetts, New Hampshire, New Mexico, Idaho and Alaska; plus the District of Columbia, U.S. Territories (except the Virgin Islands), and most Indian lands are permitted directly by a U.S. EPA Regional office.

Ordering Publications

The NPDES Program provides some publications free of charge. However, due to a limited supply and nationwide demand, EPA places a limit of 1, 25, 50 or 100 copies, depending on the item. If you need quantities in larger supply, we encourage you to have the publication printed yourself. Some publications have been designed specifically for professional printers near you. All publications are available electronically to download and print from a personal printer.

If you would like to request publications within the limit from EPA, send an email to the National Service Center for Environmental Publications and provide your full mailing address, along with the title of the document, the publication number and the number of copies you’d like. You also can call 1-800-490-9198.
