The ICE Office of Acquisition Management (OAQ) offers a strategic approach to procurement. OAQ works with internal and external organizations and improves the agency's overall business performance.

As the acquisition arm of ICE, OAQ procures various products and services such as:

  • Law enforcement services and products, including handcuffs, hand restraints, guns and ammunition;
  • Detention and removal services such as temporary housing, food, clothing and transportation, including air charter flights;
  • Operational support like data analysis, interpreter services and clerical support; and
  • Information technology supplies and services, including computers, security equipment, software and telecommunications equipment

Acquisition Management Officer

William Randolph is acquisition management officer for the U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), Washington, D.C.

Mr. Randolph has extensive background in federal acquisition programs and management positions. He began his career serving on active duty with the United States Navy and later joined the Naval Sea Systems Command (NAVSEA). During his tenure at NAVSEA, he worked in multiple purchasing divisions and on numerous weapon systems and acquisition programs. In 2002, he was selected to be the contracting officer for NAVSEA’s University Affiliated Research Center (UARC) Contracts Branch and was responsible for the management and administration of the Navy’s UARC contracts valued at over $3.8 billion. Mr. Randolph previously managed a portfolio of active major weapon system contracts, covering production, research and development, replacement supplies, and services for torpedo, marine target and vertical launch assets. In 2004, he was selected as the assistant commander for contracts at the Marine Corps Systems Command in Quantico, Va., where he led more than 145 acquisition professionals and managed the execution of annual procurement budgets, culminating in FY 2008 with obligations in excess of $12 billion.

Mr. Randolph most recently served as the director of procurement oversight and support within the DHS Office of the Chief Procurement Officer. In this role, he led a team of acquisition professionals that executed DHS procurement oversight strategy and identified best business practices. At ICE, he leads a team of more than 200 acquisition and support professionals, procuring a wide array of supplies and services in support of the ICE mission.

Mr. Randolph is a David Packard Excellence in Acquisition Award winner, the recipient of the Navy/Marine Corps Meritorious Civil Service Medal and a graduate of the Federal Executive Institute.

Unsolicited proposals can help ICE accomplish its mission. The proposal must be prepared independent of government advice or supervision.

Before beginning the unsolicited proposal process, a vendor should carefully and objectively assess its product or service to ensure that it is not commercially available and it meets the specific criteria of FAR Part 15.6 of the Federal Acquisition Regulation (FAR). This regulation can be accessed at http://www.arnet.gov.

Unsolicited proposals are contingent on the availability of funds and the absence of other possible vendors. ICE encourages the submission of unsolicited proposals meeting the criteria noted above.
