Department of Veterans Affairs Procurement Policy Service

The Office of Procurement Policy Services and Warrant Management (PPS) is responsible for all Procurement Policy matters at the Department of Veterans Affairs (VA).  PPS executes that policy through the timely update of the VA Acquisition Regulation (VAAR) and the issuance of guidance and information.  PPS is also charged with reviewing and providing recommendations for the approval all VA warrant requests.  All Federal acquisition workforce members issued warrants, regardless of their GS series, must be certified at an appropriate level to support their warrant obligations.  PPS ensures the necessity of VA requests and the certification of the candidate.

Procurement Policy
Mission:  Enable VA acquisition professionals to deliver services, supplies and equipment that meets the needs of business owners and Veterans through innovative policy, guidance and oversight.

Vision:  To be the “trusted partner” of the Department and business community for acquisition policy and guidance.


Warrant Management
Mission:  Implement a warrant management program that ensures all warrants are issued to individuals who meet the Federal requirements for training and certification and is an effective steward of tax payer dollars.

Vision:  Establish a warrant management program that is regarded as best in class for civil Departments within the Federal government.
