COL Leo G. Pullar assumed command of the White Sands Missile Range Garrison on 24 June 2011. COL Pullar attended Basic Training at Fort Jackson, South Carolina; Advanced Individual Training at Corry NAS, Florida and served his initial assignment as a signal interceptor with the National Security Agency at Fort Meade, Maryland.

He attended the U.S. Military Academy Preparatory School at Fort Monmouth, New Jersey and subsequently entered the U.S. Military Academy in July of 1985, graduating with a Bachelor of Science Degree in Sociology in May of 1989 and commissioned as a Second Lieutenant of Infantry.

After the Infantry Officer Basic Course at Fort Benning, Georgia, he was assigned to 4th Battalion, 6th Infantry Regiment in the 5th Infantry Division (Mech) at Fort Polk, Louisiana in March of 1990. He served as a Rifle Platoon Leader, Support Platoon Leader, Assistant Battalion S3 and Battalion Adjutant. As part of Base Realignment and Closure (BRAC), COL Pullar moved with his unit, now redesignated as 2nd Battalion, 7th Cavalry Regiment of the 1st Cavalry Division, to Fort Hood, Texas and continued to serve as the Battalion Adjutant. Upon completion of the Infantry Officer Advanced Course in 1994, COL Pullar was assigned to the 2nd Infantry Division in the Republic of Korea. While there, he commanded Headquarters and Headquarters Company and B Company of the 1st Battalion, 506th Infantry Regiment.

He returned from Korea in 1996 and was assigned to the John F. Kennedy Special Warfare Center and School at Fort Bragg, North Carolina to undergo training as a Psychological Operations Officer. While there he attended the Regional Studies Course, the Civil Affairs Course, the Psychological Operations Course and the Arabic Language Course. After completing his training, COL Pullar was assigned to the 4th Psychological Operations Group (Airborne) at Fort Bragg where he served as a Detachment Commander, Battalion S3, Battalion Executive Officer and Group S3.

Upon completion of the College of Naval Command and Staff in 2003, COL Pullar was assigned to the Pentagon where he served on the Joint Staff as an Operations Officer in the J3 Psychological Operations Division. From 2006 to 2009, COL Pullar served as the Garrison Commander of Yakima Training Center, WA. He most recently served as Strategic Plans Senior Analyst at the U.S. Army Peacekeeping and Stability Operations Institute at Carlisle Barracks, Pennsylvania.

COL Pullar holds a Master's Degree in International Relations from Troy State University, a Master's Degree in National Security and Strategic Studies from the Naval War College (College of Naval Command and Staff) and a Master's Degree in Strategic Studies from the U.S. Army War College. His awards and decorations include the Defense Meritorious Service Medal, three awards of the Meritorious Service Medal, the Joint Service Commendation Medal, the Army Commendation Medal, the Army Achievement Medal, the Joint Meritorious Unit Award, the Army Good Conduct Medal, two awards of the National Defense Service Medal, the Armed Forces Expeditionary Medal, the Global War on Terrorism Service Medal, the Korea Defense Service Medal, the Humanitarian Service Medal, the Army Service Ribbon and the Overseas Service Ribbon. COL Pullar has earned the Parachutist Badge, the Joint Chiefs of Staff Identification Badge and Jordanian Airborne Wings. He is also a qualified Jumpmaster.

COL Pullar is married and has one child.
