ADA Project: Great Plains ADA and Information Technology Center

The DBTAC-Great Plains ADA Center is one of ten Regional DBTAC ADA Centers funded by the National Institute on Disability and Rehabilitation Research (NIDRR) to provide information, materials and technical assistance to individuals and entities that are covered by the Americans with Disabilities Act (ADA). In addition to the Americans with Disabilities Act, Great Plains ADA Center provides technical assistance regarding the interplay between the ADA and disability-related legislation such as the Family Medical Leave Act, Workforce Investment Act, and the Telecommunications Act.

Client Assistance Program

The Client Assistance Program advises and informs clients and applicants of all services and benefits available to them through programs authorized under the Rehabilitation Act of 1973 as amended (Act); assists and advocates for clients and applicants in their relationships with programs authorized under the Act; informs individuals with disabilities in the State of Iowa, especially those who have traditionally been unserved or underserved, of the services available to them under the Act and under Title I of the Americans with Disabilities Act (ADA); provides representation on the State Rehabilitation Council; and advocates for systems change in agencies funded under the Rehabilitation Act to improve services to Iowans with disabilities.

The Iowa Radio Reading Information Service (IRIS) For the Blind and Print Handicapped, Inc.

Iowa's first and only radio reading service for the blind and print handicapped. IRIS is available to anyone who cannot read due to blindness, impaired vision or physical handicap. Simply contact IRIS for an application. IRIS provides the organization and equipment, including a special pre-tuned receiver for each listener. Radio receivers remain the property of IRIS, but are loaned to listeners for as long as the receiver is needed.

Relay Iowa is a telecommunications relay service providing full telephone accessibility to people who are deaf, hard-of-hearing or speech impaired. Specifically trained Communication Assistants (CAs) process relay calls and stay on the line to relay conversations electronically, over a Text Telephone (TTY) or verbally to hearing parties. Telecommunications ACCESS Iowa (TAI)

Early ACCESS

Early ACCESS is a partnership between families with young children, birth to age three, and providers from the Iowa Departments of Education, Public Health, Human Services and the Child Health Specialty Clinics. The purpose of the program is for families and staff to work together in identifying, coordinating and providing needed services and resources that will help the family assist their infant to grow and develop. All services to the child are provided in the child's natural environment including the home and other community settings where children of the same age without disabilities participate.

HUD Public Housing Rental Assistance

Your local Housing Agency is responsible for the management and operation of its public housing programs (e.g., leased housing, Section 8). Public housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. The U.S. Department of Housing and Urban Development (HUD) administers federal aid to local housing agencies that manage the housing for low-income residents at rents they can afford. Medicaid Home and Community Based Services (HCBS) Waivers

HCBS Waivers allow states that participate in Medicaid to develop creative alternatives for individuals who would otherwise require care in a nursing facility or hospital. The services available under HCBS Waivers include case management, community transition services, private duty nursing, family training, home health aides, life-sustaining utility reimbursement, habilitation services, and respite care. Parent Training & Information Center (PTI)

Iowa Respite and Crisis Care Coalition (IRCCC)

Respite Care services provide temporary relief to parents or caregivers of individuals with a disability, special need, or chronic illness. Respite Care can be provided to individuals of any age, both children and adults. IRCCC also provides information and training to families, providers and agencies, financial assistance to families in securing respite and crisis child care, increases public awareness regarding respite and crisis care services and the benefits to the community, education information on public policy issues related to respite and family support, and secures a flexible funding base.

Iowa Low-Income Home Energy Assistance Program (LIHEAP)

The Bureau of Energy Assistance in Iowa administers the federally funded Low-Income Home Energy Assistance Program (LIHEAP). This assistance program is designed to help eligible households with the payment of a portion of their residential utility bills and heating costs for the winter heating season. Applications for LIHEAP are accepted at your local Community Action Agency between October 1 and April 15 annually.

Iowa Weatherization Assistance Program

The Weatherization Assistance Program (WAP) is a federally funded grant program that was established to help lower the cooling and heating costs for lower income persons, particularly the disabled, elderly, and children, by improving the energy usage and efficiency of their homes. The installation of electricity and energy efficiency measures in a household is determined by a computerized energy audit which will determine the cost effectiveness of each utility bill saving measure. The Department of Human Rights administers the Weatherization Program in the state.

Low-Income Telephone Assistance Programs

Qualified low-income households may obtain two kinds of assistance from this program:

• Link-up is a plan that reduces telephone connection fees by 50 percent or $30, whichever is less.
• Lifeline is a plan that assists qualified low-income Iowans by providing a monthly credit of up to $10 on the local telephone bill (depending on provider).
• Link-up/Lifeline application forms are available from your local telephone company, the Iowa Utilities Board, and most Community Action Agencies in the state.
