Project Title:  Advanced Dental Hygiene Practitioner Demonstration Project

Purpose:  This funding is for equipment to assist in the establishment of an Advanced Dental Hygiene Practitioner Project through Eastern Washington University.

Importance:  The Advanced Dental Hygiene Practitioner program will bring oral care to those currently with limited dental care. This project will particularly focus on improving dental care to those living on tribal lands, a population traditionally lacking in oral health care.

Project Title:  Allen Human Brain Atlas
Recipient:       Allen Institute for Brain Science
Amount:          $650,000
Location:         Seattle, WA

Purpose:  This funding will support the creation of a Human Brian Atlas at the Allen Institute for Brain Science, a three-dimensional map detailing genes in the human brain, which will survey selected genes in the genome and reveal where each gene is expressed within specific cells.

Importance:  This information would be an unprecedented addition to biomedical research, particularly for diseases that have a genetic link. This data will be offered free on the Internet with total open access.

Project Title:  Behavioral Health Center
Recipient:       Skagit Valley Hospital
Amount:         $750,000
Location:        Mount Vernon, WA    

Purpose:  This project will purchase equipment for a new Behavioral Health Center at Skagit Valley Hospital to serve the acute mental health needs of the community. 

Importance:  Skagit Valley Hospital is licensed by the State Department of Health as an “Inpatient Evaluation Treatment Facility” and it has seen a dramatic rise in the need for mental health services.  This equipment in this new facility will allow Skagit Valley Hospital to operate at its full licensed capacity and expand quality mental health care to those in Northwest Washington.

Project Title:      Building a Competitive Supply Chain Management Workforce
Recipient:           Highline Community College
Amount:              $250,000
Location:             Des Moines, WA

Purpose:  This funding would assist Highline Community College in identifying career pathways for students and workers in the thriving supply chain management industry.

Importance:  Washington state anticipates it will need to fill nearly 77,000 positions in the supply chain management sector by 2018. This project will help fill a critical-skills gap in the industry by identifying career pathways for high school and college students, unemployed and current workers by developing career information and counseling tools that will expand access training in this field.

Purpose:  The National Association of Child Care Resource and Referral Agencies’ Child Care Aware program helps families nationwide find high-quality local child care.

Importance:  Research shows that children’s mental and emotional development depends on safe and positive care and learning experiences during the first few years of life. This program will assist over one million families each year in locating high-quality, licensed child care resources through a Website, a 1-800 toll free number, and other publications.

Project Title: Community Agricultural Vocation Institute
Recipient:       Opportunities Industrialization Center of Washington

Purpose:  The Community Agricultural Vocation Institute at the Opportunities Industrialization Center of Washington will provide workforce, safety, and health training to 600 agricultural workers in 14 counties in Washington state.

Importance:  The Community Agricultural and Vocational Institute will provide labor skill development programs, workplace literacy, English as a Second Language, and health and safety programs for agricultural workers in Washington state, supporting the agricultural industry by providing a skilled workforce that can help make their operations efficient, productive and profitable while reducing farmworker’s illnesses, accidents, and fatalities.  The project will serve as a model for other states whose economy is supported by the agricultural industry.

Project Title:  Community Health Education and Simulation Center
Recipient:       Northwest Hospital & Medical Center
Amount:          $500,000
Location:         Seattle, WA

Purpose:  This funding will support the establishment of a Community Health Education and Simulation Center at Northwest Hospital and Medical Center.  

Importance:  The Community Health Education and Simulation Center will serve as a hands-on training center using state-of-the-art equipment for practicing medical procedures and life-saving techniques.  In addition, this training will be available to non-hospital staff, such as firefighters, emergency medical technicians, and teachers, offering a training opportunity not typically available for community members.

Project Title: Curriculum for the Bioregion Initiative

Location:        Olympia, Washington

Purpose:  This funding would allow the Curriculum for the Bioregion Initiative, based at Evergreen State College, to expand to every college and university in Washington state.

Importance:  Expansion of the curriculum for the Bioregion Initiative will help prepare students for the expanding green jobs industry, through extending environmental and sustainable education and professional development opportunities throughout the state of Washington.

Project Title: Deaf Blind Work/Independence Curriculum and Training Project
Recipient:       Deaf Blind Service Center
Amount:         $400,000
Location:        Seattle, Washington

Purpose:  The Deaf Blind Work/Independence Curriculum and Training Project  at the Deaf Blind Service Center prepares Support Service Providers to act as sighted guides and facilitate communication for people who are deaf-blind.

Importance: This funding would provide for the training of 10 Support Service Provider trainers and 8 deaf-blind trainers annually, who will in turn train others around the country, in order to help deaf-blind people maintain employment and independence.

Project Title:  Emergency Department Expansion
Recipient:       Central Washington Hospital

Location:         Wenatchee, WA

Purpose:  This funding will support the expansion of Central Washington Hospital's Emergency Department.

Importance:  This funding will increase access to health care in Central Washington by aiding in the expansion of the emergency room at Central Washington Hospital, which is currently too small to meet the demand placed upon it.  This project will double the size of the emergency room, allowing the hospital to handle increased visits and improving access to emergency care.

Purpose:  This funding will support expansion of trauma services and a pediatric unit in the Emergency Department at Providence Regional Medical Center in Everett, Washington.

Importance:  This funding will expand quality pediatric and trauma emergency services to a larger patient population.  Expanding trauma services and a pediatric unit will allow Providence Regional Medical Center in Everett to provide increased services to the uninsured and underinsured and enhance health care access in the region.

Purpose:  This funding will go to purchase equipment to help St. Joseph Hospital maintain appropriate levels of emergency preparedness.

Importance:  St. Joseph is the sole provider of emergency and inpatient care for Whatcom county and surrounding areas. This funding will support the hospital to meet growing need for increased health care access in the region.

Purpose:  This funding would allow Valley Medical Center to operate a health information technology hub that would allow Valley Medical Center and independent providers to link together in order to share patient information electronically.

Importance:  This project will allow providers to have more complete information about their patients available on demand, thereby making more informed care and treatment decisions. Health information technology systems can potentially save billions in health care costs through cutting waste and eliminating the need to repeat medical tests, and save lives by reducing medical errors.

Purpose:  This funding will support the dissemination of financial education provided by the Washington Asset Building Coalition allowing it to expand and better coordinate financial education and counseling for low- and moderate- income individuals.

Importance:  This project would provide individuals and families with the tools they need to reach financial self-sufficiency and decrease their reliance on government and community services.

Project Title:  Image Guided Radiations Therapy Cancer Treatment Equipment

Purpose:  This funding will help support the purchase of image guided radiations therapy cancer treatment equipment at Providence St. Mary Medical Center. 

Importance:  This next generation of cancer treatment, image guided radiations therapy, will bring significant improvement and outcomes for patients receiving radiation treatments.  This system allows for more precise treatments and the use of higher doses to the tumor resulting in greater tumor control and better outcomes.  In addition, this project will bring this new cancer treatment into an area of Washington state with limited health care access and allow patients to stay close to home and employed throughout the duration of their treatment.

Project Title:  Inland Northwest Regional Partnership for Sustainable Development

Purpose:  This money will support the comprehensive regional planning efforts to address the workforce challenges of the Spokane area.

Importance:  The project will take a regional approach to creating an integrated workforce development planning and implementation model that will promote the growth of the clean energy and energy efficient technology sector.  The collaboration of business, education, labor, and the public sector will result in workers receiving skills that allow them to earn higher wages and meet business needs in a new and growing sector of the economy.  The project can serve as a model for other regional workforce and economic development partnerships as they tackle economic development issues across the county.

Purpose: Funding will support the Kids in Medicine Program, a hands-on medical science program for elementary school students and teachers developed by the Seattle Science Foundation.

Importance: This program provides a hands-on medical science curriculum for elementary school students and professional development and planning for elementary school teachers to stimulate interest in the medical sciences.  The program places a particular emphasis on serving students and teachers in low-income areas in the Puget Sound region.

Project Title:      Local Partnership to Increase Training and Jobs for Homeless and Runaway Youth

Location:             Seattle, Washington

Purpose: This funding will help the National Network for Youth expand an effective model of education and training for homeless youth to help connect themto jobs and education opportunities to prepare them for successful careers and independent living.

Importance: This project seeks to create a model that can be used in rural and urban settings to help homeless youth reconnect to school and the labor market to become more productive and independent participants in the workforce.

Purpose:  This project will address aerospace workforce needs in Washington State by investing in modern, technical equipment to train workers in skills required by the industry.

Importance:  The aerospace industry accounts for more than seven percent of total employment in Washington State. A highly skilled workforce is necessary to maintain this industry in the state and to sustain the nation's industrial base. This project will help create conditions at the private and public level that enable research and development firms to increase productivity, efficiency, and innovation to help sustain this industry in Washington state.

Project Title:  Navos Mental Health Center, Facilities and Equipment

Purpose:  This funding is for construction and equipment to assist in the construction of a new outpatient mental health center at Navos Mental Health Center.

Importance:  This new outpatient mental health center will replace an existing substandard facility and enhance the only non-profit organization in King County offering a full spectrum of mental health services for low-income adults and children.

Purpose: The Nonviolence Leadership Curriculum Project, developed by the Institute for Community Leadership, would assist educators in accessing curricula and programming designed to reduce violence and academic disparities among underserved youth communities.

Importance:  This program would help students to develop the leadership skills needed to be competitive in the current global economy and would create practical tools to reduce student drop-out rates and lessen academic achievement gaps.

Project Title:  Olympic Medical’s Community Electronic Medical Records Connection Project

Purpose:  This funding is for equipment to implement a Community Electronic Medical Records Connection Project at Olympic Medical Center.

Importance:  Olympic Medical Center’s project will improve communications between the medical center, clinics, doctors, pharmacies, labs, home health and other qualified providers, resulting in better overall medical care for Clallam County community members and beyond.  Electronic medical records, health information technology and health information exchanges have been proven to enhance health care and reduce health care costs.

Project Title: Pathway to Apprenticeship
Recipient:       Washington State Labor Council AFL-CIO
Amount:         $194,000
Location:        Seattle, WA

Purpose:  This funding will support the Pathway to Apprenticeship program at the Washington State Labor Council AFL-CIO which will support the creation of a pathway for young people to apprenticeship training programs in high demand industries across the state of Washington.

Importance:  These funds will connect the K-12 Career and Technical Education community with the opportunities in registered apprenticeship and other technical careers for the benefit of interested students. Students who prepare for these pre-apprenticeship opportunities are less likely to drop out, will be work-ready upon completion of their high school career, and be able to take advantage of high wage employment that meets or exceeds the wage of baccalaureate completers in many cases.  Additionally, the cost of continuing training once entered into apprenticeship is paid by the workers and the employers through established training trust funds, which require no public subsidy.  The model created by this project can be beneficial to other states interested in building a stronger connection between registered apprenticeship programs and students.

Project Title: Pathways to Green Careers – Summer School Expansion

Purpose: Funding for the Pathways to Green Careers Summer School Expansion at the Columbia Springs Environmental Education Center would provide students with skills and knowledge in alternative energy, habitat restoration, and waste reduction.

Importance: This project would prepare 30 students annually for the skilled green workforce needed to move our nation towards energy independence and build a stronger and more sustainable economic future.

Project Title:  Providence Breast Cancer Outreach, Education and Treatment Project
Recipient:       Providence Centralia Hospital
Amount:          $250,000
Location:         Centralia, WA

Purpose:  This funding would be used to purchase equipment for the screening and detection of breast cancer at Providence Centralia Hospital.

Importance:  This project will increase the early detection of breast cancer. While Washington state has the highest incidence of breast cancer in the nation, only 50% of women who need screening mammograms get them. Early detection has been shown to save health care dollars. If caught early, 98% of women diagnosed with breast cancer will make a complete recovery.

Project Title:  Rainer Beach Medical and Dental Clinic

Purpose:  This funding is for the purchase and installation of equipment for a new clinic at the Rainer Beach Medical and Dental Clinic, part of the Puget Sound Neighborhood Health Centers which would expand access to medical care in the community.

Importance:  The current dental clinic in Southeast Seattle is being forced to establish a new permanent clinic site as a result of Seattle Housing Authority redeveloping its current site. This clinic currently serves 4,300 patients annually and is the leading community health care provider of dental access to Seattle’s low-income and uninsured residents.

Purpose: Skills for Life Online, developed by LookBothWays, would create an age-appropriate Internet safety curriculum and professional development materials for teachers.

Importance: This project would help students learn the skills they need to act safely and appropriately online and avoid online crime.

Project Title: SEIU Healthcare NW Training Partnership

Purpose:  This funding will support training and career development services in the long-term care sector in Washington State.

Importance:  The Training Partnership is a cooperative effort by employees and employers to provide quality training, on-the-job and mentoring support, and career development services for home care workers. This project will develop a career track leading to nursing and other high demand hospital jobs under the apprenticeship model and will produce curriculum, including e-learning, that will contribute to knowledge development in the field.  This will be the first Apprenticeship program for long-term care workers in Washington State and can serve as a model for other states interested in developing an apprenticeship program to support the home care field.

Project Title:  Stevens Hospital Emergency Department and 24 Variable Acuity Bed Unit

Purpose:  This funding is for equipment for the new Stevens Hospital Emergency Department.

Importance:  The Stevens Hospital Emergency Department currently receives twice as many patients as it was the originally designed for.  Upgrades to the facility and the new equipment will expand the access to the Emergency Department and quality of the care provided in the region.

Purpose:  This funding is for research equipment to screen newborns for Type 1 diabetes through the Pacific Northwest Diabetes Research Institute.

Importance:  The Pacific Northwest Diabetes Research Institute is seeking funds to support its screening of newborns for Type 1 diabetes.  This test allows families to look into their genetic past to see if their child is a high-risk for developing Type 1 diabetes.  If the child is at high risk, specific tests and education can be provided to help manage one of this country’s most prevalent and expensive chronic diseases.

Purpose:  This funding is for renovation and equipment to expand capacity at the Virginia Mason Medical Center Emergency Department.

Importance:  The new Emergency Department at Virginia Mason Medical Center will meet the growing demand for care sough through the Virginia Mason Emergency Department by reducing wait times and delays and increase access to emergency care in the region.

Purpose:  This funding is for construction and equipment to support the expansion of the new pediatric center at Kadlec Medical Center.

Importance:  Kadlec Medical Center is in the process of completely an expansion project which will include a new pediatric center.  Kadlec Medical Center maintains a Pediatric Hospitalist Program managed by Children’s Hospital of Seattle and has the only NICU in Southeastern Washington.   Previous to this construction of a pediatric center at Kadlec, the nearest pediatric center to the Tri-Cities was in Seattle.  This expansion will allow for increased access to health care and bring more jobs to the Tri-Cities area.

Project Title:  University of Washington Bothell Nursing Faculty Consortium Training Program

Purpose:  This money will support the expansion of the University of Washington Bothell’s nursing program to encompass several additional community and technical colleges.

Importance:  The University of Washington Bothell Nursing Consortium project is aimed at addressing the increased need for nurses by increasing the number of master's prepared nursing faculty available to teach in Washington's community and technical colleges. This will be accomplished through the development of a consortium of associate degree nursing programs.

Purpose:  This funding will support equipment for distance learning at the Washington State University Nursing College.

Importance:  This funding will help the WSU Nursing School relocate to the Spokane Riverpoint Campus, where a new building for the College of Nursing is being build. This new building will dramatically increase access to the nursing programs offered by the College. The anticipated growth will accommodate additional students in Spokane, and more students at the other WSU locations and across the state via distance education. Space will be provided for a new doctoral program, to address the region’s critical need for nursing faculty and the existing shortage of nurse scientists and nurse executives.

Project Title: WIN 211 – Keep Washington Connected

Purpose: Funding for WIN 211 – Keep Washington Connected would provide for outreach to partner agencies, training new referral specialists at each call center, and quality assurance measures for 2-1-1 services and information.

Importance: It can be difficult for citizens to navigate the complicated web of health and human services available when they are in need of them. WIN 211 expands access to information by providing telephone services and 24/7 Website access to connect thousands of people every day with resources statewide.

Project Title: Workplace-Based Distance Learning for Low-wage, Low-skill Workers
Recipient:       Washington State Workforce Training and Education Coordinating Board

Location:        Olympia, WA

Purpose: This project will establish six regional learning laboratories to expand delivery of education and training opportunities to low income adult workers in Washington state.

Importance:  This investment will generate a new, sustainable model for education and training for under-skilled workers. Low-wage, low-skilled workers will be able to receive the training necessary to increase their skills and move towards economic self-sufficiency. This job training will also provide more skilled workers to allow employers to be more competitive in the 21st century workplace.

Purpose:  The Wrap Around Services program in the City of Bellevue would provide three additional schools access to a wrap-around service safety net.

Importance:  This program would coordinate and provide health and human services to meet the educational and developmental needs of the diverse children and youth population served by the school and community.
