suggests it was dynamite.
Albert von Spreckelsen, a contractor who employed non-union labor, testified that on October 25, 1909, several buildings in Indianapolis associated with him suffered explosions. The public library was one of them. Another is shown at www.flickr.com/photos/library_of_congress/216 3453880/ which has more about the ironworkers' "dynamite campaign" in a comment.

This was the Hawthorne Branch of the Indianapolis-Marion County Public Library, a Carnegie-funded library. It was at Mount and Ohio Streets in Indianapolis. The library opened in 1911 and closed in 1955. This information per "A Live Thing in the Whole Town: The history of the Indianapolis-Marion County Publi Library 1873-1990," by Lawrence J. Downey.
