Mr. Christopher A. Coons, from the State of Delaware, called the Senate to order at 10 a.m., the American Legion National Chaplain Gerald Theriot, Schriever, Louisiana, offered a prayer, and Mr. Coons led the Senate in reciting the Pledge of Allegiance to the Flag of the United States of America.
