This appears to be Mrs. Philip M. Lydig, the former Rita da Costa (1880-1929), aka the "Shoe Queen":

Rita Lydig was a famous beauty. A book published in 1913 (the year in which the Bain Agency circulated this copy of her portrait) contained photos of her mansion (designed by Stanford White) and the art collection which it housed.
