Project Description: Funding will provide for the predevelopment and construction of 40 green-built one and two bedroom workforce housing units and 5,000 square feet of ground-floor commercial space targeted to local small businesses.

Importance: This project will build 40 affordable apartments available to residents making less than 60 percent of the area median income, including nine units set aside specifically for people transitioning out of homelessness and will keep working low-income individuals and families near public transit and employment opportunities.

Project Title: 20th Street SE Corridor Improvements - WA
Recipient: Snohomish County

Project Description: Funding would be used to construct the final phase of the 20th Street SE corridor improvements, which includes widening the existing roadway to four lanes between the Hewitt Avenue Trestle (US Highway 2) and Cavalero Road, adding lanes and a new median between Cavalero Road and 91st Avenue SE, and adding bike lanes, sidewalks, and new signalization at various intersections to increase pedestrian safety.

Importance: When constructed, project improvements on 20th Street SE in Lake Stevens will improve mobility for motorists, commuters, pedestrians, and freight by increasing system efficiency and operational capacity improving safety for all as well as greatly increase safety.

Project Title: 24th Avenue South Improvement Project - WA

Amount: $2,840,000
Location: Des Moines, WA

Project Description: Funding would support the construction of an urban arterial between South 216th Street and South 208th Street and is a project to improve transportation infrastructure to support planned development of a major business park, retail, and residential uses in Des Moines, WA.

Importance: The arterial improvements on 24th Avenue South will complement the traffic mitigation and roadway network required to support the surrounding developments that are projected to provide 2,100 to 3,500 new jobs. These improvements will support the future traffic needs in the area, enhance freight mobility, improve network connections for all travel modes, relieve congestion along State Route 99 and create a competitive economic environment in the City of Des Moines.

Project Title: 39th Avenue SE Extension Project - WA

Project Description: Funding would support the construction of a connection between the east side of 39th Avenue SE and the west side so that east-west traffic will be able to move uninterrupted through Meridian Street to Shaw Road.

Importance: This project will improve the traffic grid on Puyallup’s South Hill. It will allow vehicles to travel east-west without having to move through the busy Meridian corridor. This street improvement is a critical element of the City’s Meridian Corridor Project which will attract and accommodate economic development in Puyallup and the region.

Project Description: Funding would support Phase 2 of this project which will widen 70th Avenue East to five lanes from 1,000 feet north of Valley Avenue East to north of 20th Street East, improve the east and west legs of the intersection and add a trail component to the project.   

Importance:  This project will improve freight mobility between existing industrial property and businesses in the Cities of Fife, Sumner, Puyallup, and Pierce County and major destinations such as Port of Tacoma facilities at Commencement Bay and Fredrickson. It will also provide the key link to complete the North-South Interregional Access, the regional Interstate 5 Freight Bypass, the Cross-Cascades Access, the Green River Valley Access and the Cross Valley Access.

Project Description: Funding would support the completion of a critical transportation link for bicycle and pedestrian commuters, providing access to Kirkland, Bellevue and a park and ride lot allowing access to downtown Seattle.

Importance: Once complete, this non-motorized connection will be a critical part of Kirkland's transportation network and reduce traffic congestion by providing safe, convenient and efficient options for people to leave their cars at home and use transit or trails to meet their transportation needs.

Project Description: Funding would support the construction of a traffic signal at the intersection of 179th Avenue and 147th Street and construct related improvements to the intersection, including increasing the turning radius and upgrading curb ramps to meet ADA compliance requirements.

Importance: The installation of a traffic signal at 179th Avenue and 147th Street will help relieve congestion along this heavily traveled truck route while helping to mitigate infrastructure damage due to an inadequate truck turning radius.

Project Title: 192nd Avenue Corridor Extension Project - WA

Project Description: Funding would support the construction of a north-south arterial road from Old Sumner Buckley Highway to the south end of the City limits at Rhodes Lake Road.

Importance: The 192nd Avenue extension will improve access to State Route 410 from developments serving up to 10,000 homes within and south of the City, provide direct access with new sidewalks to Bonney Lake High School for students and will reduce the amount of traffic directly in front of the high school and provide direct and safe connections between residential areas and commercial shopping areas. It eliminates unsafe conditions for motorists, pedestrians and bicyclists while improving the flow of traffic through the City.

Project Description: Funding will enable Allen Place Community Center to respond to the needs of this blighted community in three distinct capacities; inspiring a resurgence of commercial activity, providing a physical “destination and gathering place” in the Hilltop Community, and offering free cultural and technical education for underserved children.

Importance: This project supports the parents, teachers, spiritual advisors, social workers, and the families of the Tacoma Hilltop community. It is also important to the youth, employees, neighbors, local hospitals, businesses, developers, professionals and laborers who will benefit from the development and the many residents who are determined to see life return to the Hilltop.

Project Title: Alpine Manor Mobile Home Park Flood Relocation - WA

Project Description: Funding would support the acquisition and removal of homes, the relocation of mobile home park residents, and the restoration of this riparian area in a manner that supports salmon habitat recovery.

Importance: This project will reduce risk to human health and safety, and result in relocation of tenants (some of whom are elderly and/or low income) to improved housing. It also reduces risk to emergency first responders should flooding or a channel migration event occur. Future restoration of the site would support implementation of the federal governments Puget Sound Chinook Recovery Plan under the Endangered Species Act.

Project Description: To provide funding for the construction of a new arterial roadway connecting South Laventure Road to the Anderson Road Interstate 5 interchange in Mount Vernon, WA.

Importance: This extension will provide considerable congestion relief to access Interstate 5 in Mount Vernon, creating traffic patterns that are safe, have a smaller carbon footprint and will reduce the need for costly upgrades to state and federal transportation systems.

Location: King County, WA

Project Description: Funding would support RapidRide, a bus rapid transit service, in the Aurora Avenue corridor and will combine speed and reliability improvements, increased frequency and service span, distinctive buses and stations, real time information as well as other measures to distinguish the RapidRide service and expedite travel.

Importance: The Aurora Avenue corridor is a significant arterial in the regional transportation network and services as an alternative route to Interstate 5. When Interstate 5 experiences high levels of congestion due to weather or traffic accidents, Aurora Avenue serves as alternate route. The ability to maintain transit service along during these times is critical to the mobility of the residence and business in the corridor. The corridor is also classified as a freight corridor and carries in locations over 40,000 vehicles per day.

Project Title: Ballard/Uptown RapidRide - WA

Project Description: Funding would support the planning of streamlined bus service between the Ballard/Uptown and downtown Seattle that will improve the speed, reliability, frequency, and visibility of transit service in the area. This new service, called RapidRide, is scheduled to begin in the fall of 2012. It will operate between the Ballard central business district and downtown Seattle via 15th Avenue West, Elliot Avenue West, Mercer Street and 3rd Avenue.

Importance: Implementation of RapidRide will have far reaching benefits. In addition to improving transit service between the Ballard/Uptown area and downtown Seattle this RapidRide service through use of new hybrid buses will reduce greenhouse gas emissions and automobile dependence.

Project Description: Funding would support the design and right-of-way acquisition phase to construct a grade separation and eliminate a railroad at-grade crossing.

Importance: The proposed project eliminates important safety and potential environmental issues that arise from train and vehicle conflicts, and moves toward eliminating an existing obstacle to the long-term growth, economic development and sustainability of the City of Spokane Valley and the Inland Northwest.

Project Description: Funding would provide for a multimodal walkway connecting downtown Bellingham to the Bellingham Waterfront project.

Importance: This walkway will provide a safe, alternative route for pedestrians and bicyclists to access the Bellingham Bay and the Waterfront project, which will consist of 3,000 mixed-use housing units, a Western Washington University campus extension and an expansion of downtown Bellingham business development.

Project Title: Ben Franklin Transit Vehicle Fleet Expansion and Modernization Project - WA
Recipient: Ben Franklin Transit (Ben Franklin Public Transportation Benefit Area)

Project Description: Funding would support the replacement of 25 buses.

Importance: The current fleet has outlived their useful lifetime and new vehicles are needed to reduce maintenance costs, meet ADA guidelines, and be more sustainable from an operating standpoint because of the use of renewable and hybrid technology and/or zero emissions electric motors.

Project Title: Berrydale Overcrossing Bridge Replacement - WA
Recipient: King County
Amount: $2,000,000
Location: King County, WA

Project Description: Funding would support the replacement of the deteriorating Berrydale Bridge that carries approximately 7,000 vehicles a day over the Burlington Northern Santa Fe (BNSF) railroad crossing on Kent Black-Diamond Road. The bridge is structurally deficient and obsolete – carrying a sufficiency rating of only 5.8 out of 100.

Importance: This project will maintain usage of a key north-south access road that crosses over the Burlington Northern Santa Fe Railroad carrying 7,000 vehicles per day. The areas linked by the Kent-Black Diamond Road are experiencing considerable growth. This includes the cities and communities surrounding Covington and Black Diamond. In Black Diamond, over 200 homes are expected to be under construction within the next several years. If the bridge is closed, significant detours and traffic congestion will result.

Project Title: Big Pasco Industrial Center Intermodal Project, Phase 5 - WA
Recipient: Port of Pasco

Location: Pasco, WA

Project Description: Funding would be used to construct a mile long multi-use rail line known as “Phase 5B” of a multi-year, 5 Phase rail hub improvement project first begun in 2003.

Importance: All project phases have been focused on growing rail related jobs and industry in Pasco and fostering greater exports for southeast Washington agricultural interests. This project also directly supports green jobs by creating a Pacific Northwest distribution point for wind energy components.

Project Title: BNSF Skagit River Bridge Replacement Cost-Benefit Analysis - WA
Recipient: City of Burlington
Amount: $120,000
Location: Skagit County, WA

Project Description: Funding would support a comprehensive analysis of the costs and benefits of replacing the BNSF Skagit River bridge for the purpose of reducing flood risk.

Importance: The BNSF Skagit River Bridge is a known hazard and the adjacent levees during Skagit River flooding. If the bridge induces failure of the adjacent levees, the neighboring cities of Burlington and Mount Vernon will flood, Interstate 5 will flood and shut down, and the mainline rail will shut down.

Project Description: Funding would support the construction of a longer railroad bridge over State Route 202 to allow for eight lanes of traffic under it.

Importance: Replacement of the 60 foot long railroad bridge with a 127 foot long bridge allowing for eight lanes of traffic underneath it, would provide measurable reductions in shipping costs, relieve traffic congestion, and provide improved access for tourists and residents into the downtown retail core of the City of Woodinville.

Project Description: This funding will provide for the completion of Bowers Road bypass, a connection for Northeast Kittitas County to access the Bowers Field Industrial Business Park and other major roadways in the region.

Importance: The completion of the Bowers Road extension will provide direct access to Bowers field industrial park, driving economic development and job growth in the region, and enhance pedestrian safety by creating new bike lanes and diverting industrial traffic away from downtown Ellensburg.

Importance: This project will provide needed transportation infrastructure for Bowers Field Industrial Park, a key economic development initiative in the region that will employ up to 1,500 new workers in family wage jobs.

Project Description: Funding would provide for the expansion of existing community facilities to accommodate the growing needs of very low-income residents from the Eastside Terrace, Hidden Village, and Spiritwood Manor public housing sites in east King County.

Importance: There is also a growing need for program additions to assist very low-income adult tenants in their efforts toward self-sufficiency and employment goals. A large percentage of current residents are from ethnic backgrounds where English is not their primary language and this poses a significant barrier to people looking for and obtaining jobs that pay a living wage. Additional community space is necessary in order to accommodate the growing needs for services.

Importance: Because of the distressed nature of the communities these Clubs serve, this funding would support a safe and positive place for the children in these neighborhoods.

Project Description: Funding will provide for terminal infrastructure to protect Washington State Ferry vessels and the marina during landings, especially during adverse weather conditions. Upon completion the project will provide vessels with a safer environment during landings which in turn will enhance ferry loading and offloading efficiency and schedule reliability, and increase passenger safety.

Importance: This project is needed to improve passenger safety and to prevent detrimental operational impacts and expensive marina and vessel repairs as a result of potential collisions with Bremerton marina’s breakwater floats.

Importance: Programs delivered in these laboratories are crucial to the long term economic success as well as the health, welfare, and sustainability of our community.

Project Description: Funding would support the replacement of transit buses that have reached the end of their service life. Up to six new buses will be used for fixed route service and vehicles will be used to improve mobility for eligible seniors and persons with disabilities.

Importance: Funding will enable C-TRAN to replace equipment that has reached the end of its useful service life with environmentally-friendly hybrid-electric buses that will attract and retain new riders. This will remove cars from the region’s highways, thus improving air quality and helping to maintain passenger and freight mobility in the region.

Importance: The Cascadia Center would be amongst the first urban commercial structures in the country to meet “living building” standards and serve as a replicable model for future urban building design and construction. The Center’s placement in Seattle’s Central Area will help promote economic development and provide an educational resource to local residents and workers on environmentally sustainable practices.

Project Description: Funding would support the construction of 1.2 miles of paved, grade separated, multi-purpose transportation and recreational trail. This project will extend the existing 17.5 mile Centennial Trail from its current terminus at 152nd NE on 67th NE to the City of Arlington.

Importance: Extending the trail will provide a new non-motorized route for commuters, complete the only continuous, non-motorized transportation connection between the cities of Snohomish and Arlington and continue the County’s efforts to create a green and sustainable trail system supporting both transportation and recreation.

Project Description: Funding will provide for improved safety, efficiency, and access for all transportation modes, including freight. Project improvements will include pedestrian crosswalks, a marked pedestrian-way, a shared-lane on-street bicycle route, a new railroad-approved crossing signal, and a full traffic signal at Central/Roeder, to help control rush hour traffic back-ups across the railroad tracks.

Importance: Central Avenue will serve as a key multimodal access point to the central portion of the Waterfront District redevelopment area as well as a major connection point between downtown Bellingham and the Old Town Urban Village. The Waterfront District redevelopment will allow up to 1,892 residential units and up to 4,880,000 square feet of commercial, retail, and office space.

Project Description: This funding will provide for the construction of a new YMCA community recreation facility in Silverdale, WA.

Importance: This project will provide for 170 construction jobs and, once complete, 50 family-wage staffing jobs that will employ persons of low to moderate income, and will sustain YMCA's youth academic and after-school programs including homework clubs, youth mentoring, leadership training and health and nutrition education.

Project Description: Funding will support the replacement of a culvert with a bridge to improve salmon migration on Chico Creek, one of the most productive salmon streams in Puget Sound.

Importance: This project is a key element in a comprehensive initiative to restore Chico Creek to health. Chico Creek is the most important watershed for Kitsap County and the Suquamish Tribe; more salmon return to Chico than the rest of Kitsap County combined.

Project Description: Funding would support the expansion of the Children’s Village Expansion Project.

Importance: More than 13,858 children in central Washington are affected by physical, emotional or behavioral delays and impairments, and estimates indicate that up to 72 percent of children with special needs living in this area are currently underserved or not receiving any services at all. The expansion project will double the capacity of Children’s Village, which currently serves over 3,600 children annually, and will eliminate the 6 to 8 month waiting list that exists for many services.

Importance: Benton County’s agricultural economic sustainability is reliant on inter-regional and farm-to-market transportation systems. The proposed project serves as an essential piece in providing improved access to this area.

Project Description: Funding would support ecosystem restoration and erosion control, improving endangered salmon habitat and stabilizing an eroding shoreline which threatens existing businesses and future development, and improved access to the Columbia River for recreation and wildlife.

Importance: The Clover Island Shoreline Improvement and Urban Renewal Project improves local infrastructure, will create or retain 254 jobs, spur new business development, provide recreational access, and restore critical, endangered salmon habitat within the Columbia River Basin.

The unincorporated Kingston community is the designated Urban Growth Area for the north district of Kitsap County. Seniors and children cannot safely access the existing building.

Importance: The Community Integration Project will assist medical, physical and cognitive rehabilitation patients to re-enter the community and workforce by gaining training and confidence.

Project Description: Funding would support the purchase of 24 buses.

Importance: Chief Justice William O. Douglas is one of Yakima’s most famous citizens. The trail traces the routes he used as a child to strengthen his legs and combat polio, and later wrote about extensively in his books. It is a project of great historic significance to Washington state and also serve to enhance quality of life and alternative modes of transportation in the region.

Project Title: Willis Street/Union Pacific Railroad Grade Separation - WA

Project Description: Funding would support the construction of an overpass to grade separate Willis Street from the Union Pacific Railroad tracks and eliminate the existing at-grade crossing, which causes significant freight delays due to the growing number of trains on the Union Pacific mainline tracks. The project will also improve safety by eliminating train/vehicle encounters and improve air quality by reducing emissions from idling vehicles at the at-grade crossing.

Importance: This project will complete an important link that will allow an uninterrupted corridor for freight to travel to and from the 40 million square feet of warehouse and industrial space in the Kent valley to Interstate 5 and the ports of Seattle, Tacoma, and SeaTac International Airport. The project will also improve safety by eliminating the at-grade crossing and significantly reduce greenhouse gas emissions by eliminating the idling of vehicles while waiting for a train to cross.

Project Description: Funding would support the widening of NE Woodinville-Duvall Road from 156th Avenue NE to the east City limits at 171st Place NE. The existing two lane roadway will be widened to three lanes to provide an additional center turn lane and improved pedestrian and bicycle facilities.

Importance: The primary purpose of the project is to improve safety and to relieve traffic congestion. The proposed improvements will reduce the number of accidents, improve accessibility to adjacent residences and businesses, improve the efficiency and reliability in the transport of workers, goods, and services including transit between the Seattle/Bellevue metropolitan area and northeast King County, and improve bicycle and pedestrian facilities in the corridor.

Project Description: Funding would support public infrastructure, including new sidewalks, pedestrian and bicycle amenities, pedestrian safety lighting, street lights, irrigation system improvements.

Importance: Yakima is the regional center of commerce, government, medicine and education for Central Washington. The economic vitality of downtown Yakima affects all of these industries, and replacing its aging infrastructure is critical to revitalization efforts to help create new economic growth opportunities.

The 224 acre site will improve the gateway to the region and provide a mixed use development that will provide employment opportunities and public amenities that are lacking in Yakima’s economically distressed Renewal Community.

Project Description: Funding would provide YWCA's Bringing It Home Project with supportive housing project for victims of domestic violence in Yakima, WA.

Importance: The completion of this supportive housing project will create over 30 transitional and emergency shelter housing units, providing the first and only housing assistance to victims of domestic violence in the greater Yakima community.

Project Title: Zaccardo/Chicken Coop Road Realignment - WA

Project Description: Funding would support the construction of an existing access point to US Highway 101 at the intersection of Zaccardo Road and Chicken Coop Road. This project will combine two at grade intersections into one and realign the single intersection where it connects to US Highway 101.

Importance: This improvement will eliminate two dangerous intersections and provide one safer intersection for Tribal citizens, Tribal staff and local residents when entering and leaving the highway, and reduce local congestion. In addition, this safety precaution will minimize danger to other Washington state residents and visitors who are not familiar with road and traffic patterns in this area.
