How To Get Started

Getting started is easy. Simply submit the required documentation, receive SPA training and you are ready to begin using the SPA.

  • Submit a Standard Form 1 (SF-1) to request the establishment of an agreement with GPO for use of a SPA.
    Be sure to include your marketing address on the SF-1. One of the advantages of the SPA is that it provides local small businesses the opportunity to market their services directly to you, since these procurements are not advertised.

  • Nominate agency personnel who have independent agency procurement authority and indicate their dollar limit, not to exceed $10,000. Example: Procurement Authority Template (PDF)

  • Sign a Memorandum of Agreement (MOA) which is furnished by the GPO.

  • Complete mandatory SPA training provided by GPO.
    Individual agency personnel will be trained and certified by the U.S. Government Printing Office in order to have the authority to place orders on the SPA. This training will be given by a Regional or Washington, DC GPO office in order to prepare your agency for compliance with the SPA and any procurement regulations pertinent to the situation.
