The correct spelling is "Stortingsbygningen" - The Norwegian Parliament Building

The contemporary spelling is Stortinget/Stortingsbygningen, but the old one is Storthinget, according to Ivar Aasen
But of course, for searching Flickr, Stortinget is the best spelling. Here is some more images of Stortinget
This photo, btw, is probably taken from Grand Hotel. Here is the relation between these two buildings sorrounding Eidsvolls Plass (square) So this image of Grand Hotel on Karl Johans Gate (usually called Karl Johan), in your collection is taken from Stortinget.

The Parliament building was finished in 1866.
The Freemasons building, as mentioned, was build somewhere mid 1890's so the photo was probably taken late 1890's.

The Storting (Stortinget, literally "the Grand Assembly / Thing") is the Norwegian Parliament, and is located in the capital city Oslo. The Storting building was completed in 1866 and was designed by the Swedish architect Emil Victor Langlet.

The park you see in the old photograph was replaced by "Spikersuppa" (The (iron)nail soup) in 1956. Oslo took over the area in 1889 and the plans for it were developed by architect Arnstein Arneberg. The reason for the name Spikersuppa was that it was funded by Christiania spigerverk (nail factory).
