H.R. 6156 authorizes the President to determine whether or not to continue denying normal trade relations to the Russian Federation, and to extend permanent normal trade relations treatment to the products of the Russian Federation. The rule for consideration of the measure adds language relating to Russian human rights issues regarding Sergei Magnitsky.
