This building still stands, at 135 Plymouth Street in Brooklyn. That is the Manhattan Bridge at top (and the shadow on the corner of the building).
This picture was probably taken in connection with the labor unrest at the plant in late July, 1915. The plant was making Whitehead torpedoes for the Navy. Biiss asked the City for permission to post armed guards on the Manhattan Bridge above the plant to prevent bombs being thrown down onto the building.

The building across Plymouth, at the lower right is also extant, though with bricked-up windows and the parapet removed. Here is a view of the same scene in June, 2011:
